Yes you can!! You just need to be a ranger to do it. It always pissed me off that I was just always out of reach, but anyway when I got my Novice ranger camp I found out you can fish from them. They are alot bigger so thier "influence" extends all the way to the water. Yes there is a benefit to being a Ranger! Unfortunally, its about the only clear one I can see. Dont complain about your scout traps being inferrior, Im almost a master ranger and the only traps I use are Scout traps. Anyway, if you havent fished before - try it its alot of fun. They put alot a time into the fishing sub-program. Catching a fish can truly be an epic battle lasting 3-5 mins. Very fun and a great way to pass the time. Good Luck.

I have almost mastered survival 4, with 'almost' no AFK camping, lol, well...depending on your definition of AFK...
Still, I find it disturbing that us scouts, have to resort to glitches, in the game, in order to fish while camping....

I am not yet a master scout (only 15k more in survival IV), but I decided to try to set up a camp AND fish. I "waded" into the water and set up camp...

Lo and behold, my camp appeared! Yes, it was underwater, but I managed to build myself a camp. I then set up my fishing rod and caught a couple of beauties. Woo hoo! I then disbanded the camp and got the full xp for it.

I'm not sure if it makes a difference, but I did this on a riverbank about 2000m south of Nashal.
