Thread: Rifle Speed Question
You understand correctly.
Anything over 100 is wasted, but that +15 is useful up until you master rifleman.
At rifle speed +97 you will cap any special shot with a rifle that is faster thanspeed 10I think (shoot any shot every second!). Check this site out for damage/speed calculation:

The speed calculation is:
Weapon Speed * Special Action Delay * (1-(Player Weapon Speed Mod/100))
If you take the example of a T21 rifle with a speed of 7.0 in the hands of a master rifleman attacking using strafeshot2 the calculation works out as:
7.0 * 3.5 [strafeshot2 delay] * (1-(90[master rifleman speed mod]/100)) = 2.45
So there'll be a 2.45 second delay between strafeshot2 attacks
Add in master marksman for an extra +5 to rifle speed and you get:
7.0 * 3.5 * (1-(95/100)) = 1.225
Near the 1.0 second speed cap, but not quite there.
If you get a +2 rifle speed attachment, the numbers change significantly:
7.0 * 3.5 * (1-(97/100)) = 0.735 (automatically rounded up to 1.0)
As you get closer to +100 rifle speed the closer you get to a 0.0 second delay between special attacks. However there is no point in getting more than +100 rifle speed since you can't fire any faster than 1.0 seconds anyway.
+97 rifle speed makes an unbelievable difference in combat and is well worth working towards. You can achieve the same results with +90 rifle speed and a rifle with a speed of 3.5, though in practice its easier to get the extra +7 speed than it is to get a good rifle with a 3.5 second speed.

Depends on the special being used. However to cap with all specials means using the longest delay which is Strafe2 at 3.5X.
The gives the following. Using whole numbers that would guarantee a cap.
6.0 = 96
7.4 = 97
8.1 = 97
9.0 = 97

speed at master is 100 if you add in the generic speed mods as well
otoh you can stack more speed from other professions on top of that 100
there is no speed cap but there will be a point of dimishing returns for speed.
