This rifle is far from useless. It deals out Kinetic damage (I'm moderatly shure of this), and is thus the only rifle that can touch a NS Elder.

Some said the devs have changed it to energy, is there any word on this?

Strage, someone asked me about this ingame today, to my understand its been nerfed from kinetic to energy, making it a wall deocation for a Rifleman with a collection 
It would be nice to have a kinetic gun....

Tuskens were kinetic when I started back in aug. Gee...Wonder why they arent now??

I'm not sure, maybe from the Tuskan excouationer?
Or was that a diffrent rifle?

Umm. NS elders have low resistance to energy and blast. T21's (energy) work fine on elders.

I think its cause the Devs don't want any ranged proff to deal out kinetic (saving for that weak pistol, dunno its name)

There are a number of different types of nighsisters out there but the upper level ones are all pretty much immune to all but kinetic and blast. You might want to check that again I believe elders are 100% resist.

Spellweavers and Protectors are 100% to Energy. The Elders are 100% to everything but Energy and one other type (Kinetic or Blast I believe). I'm interested in these Night Sister Dragoons- only random spawns, right? Anyone know their resists?

To get the rifle, you have to do the quest for Bestine's govenor (the one that was elected a month or so ago). He tells you to kill a really hard tusken and bring back its head as proof (tusken drops the head when he dies).
The thing is ridiculously hard, more like a krayt than an NPC. I've never seen the executioner, but I've seen a few observers which I believe are lower levels and they still have heavy armor, 85% resists, and 250K ham
