Yes, from what I hear, resources in making T-21's are very difficult to obtain and since it is not a very powerful weapon, unsliced that is, there are few Master Weaponsmiths who are even willing to go through the trouble of making them. Pistols, Carbines, and Heavy Weapons are a much more lucrative market.

Why not just give Laser Rifles AP3 and move it's Certification onto the Rifleman Tree, thus eliminating the T21 altogether? Novice Marksman in the Rifle Branch has 5 Rifle Certifications and Rifleman only has one.
