PvE suffers? I was once a Master Ranger and still PvE more than I PvP. More than half of the rifle class I was in groups and there is no way we suck at PvE solo or in groups. Granted you need Flushing Shot 2 and someone else to get aggro for you (player or pet), but that's the role I chose when I took the class and I still do it well unless something goes horribly wrong (I've even increased my warping mob survival to at least 75%). Solo PvE? The only thing I have never taken down alone is krayts, only cause they are guaranteed to warp on me before I finish their mind bar. I used to solo Giant Dune Kimogilas for fun, and with muon, burst run and flushing 2 I even took 2 down at once. All it takes is to know our class strengths/weaknesses and find ways to legaly exploit them.
