SounGouki in his post about Jedi changes said that speed formula is now on diminishing returns which is the opposite of how it is now (and really make sense IMO current speed formula make weapon speed not matter). I am certain this will apply to all weapons.
I also suspect that other stats might be on diminishing returns, guess that defenses will be as well so maybe having only 40-50 defense might actually matter compared to how it is on live today.
Also a comment about condition, in another post in WS forum Helios (iI think it was him) said that condition will no longer be experimentable on weapons and is derived from resources only.

Basically, "in the right hands" means "wielded by a wookiee". This text shows already on live bowcasters (where these can be equipped by non-wookies as well, only that they don't do any damage at all...) so it means squat!
For a Wookiee to use a bowcaster, no Marksman skill is required, making it even less than a novice Marksman weapon.
I don't foresee it magically changing to the stats of a T21 when a Master Rifleman Wookiee equips it. You don't just go over the stats listed.
So they better come up with some new type bowcaster, certed for upper-tier Rifleman, because I WANT to hunt with one at Master level.
What good is a weapon that's supposed to be THE traditional Wookiee weapon, when it becomes obsolete at Marskman 2xxx ????
