Well first things first is that a lot is two words.
? I totally don't understand
Get some Range Arms, good scout armor with PSG, burstrun food, ruby biels, and a good gun.
After that stick him with snare/kd and stay out of the range of his carbs
Should be short, carbs never had the damage output compared to rifles, esp if he only gets a few shots in on ya lol.

recon armor is you're best friend post-CU
get some uber 8300 energy resistance (at least) as well as 2-6 2300 resist PSG's (depending on how many duels you are plannign on doing in a session) if you can switch a PSG in between each duel youll have the upperhand.
the carbine he is useing is the proton, which means your PSG + armor should help you out alot.
stock up on some 1200 heal stim D's as well as ruby bliel.
thats the equipment you need, and in order for some tips on fighting well need your + his FULL templates.
as a carbineer hell be using battle armor, so, his resistances will be the same across the board, however, he will most likely be using a PSG. so:
research your bazaar, write down what types of armor are resistant to what ie:
if you see him wearing battle armor (and a PSG) you should use kinetic dmg (if you have it) to negate the PSG.
if you see him wearing recon armor (and a PSG) your best bet will be a laser rifle. Unless you are a wookiee and can weild a very high dmg bowcaster, youll get more dmg through using energy dmg, but youll have a hard time breakign through the PSG.
I'm a little confused on this point. If he's using Recon (which he actually can't) wouldn't I want to attack with kinetic instead?
if you see him wearing assault armor (and a PSG) laser rifle all the way my friend!!!!
I would love to fight a guy in Recon armor with PSGs, I have three guns that I use at all times and one back up rifle. As a Master BH/Mcarbs/CM4000 I have a Damage Sac Capped E11 wiht +60 Accuracy and 12% Speed Slice, Damage Sliced Proton and a Damage Capped, Sac Capped, Critical Sliced FWG 5 with +35 Accuracy and a Damage Pup bringng the Damage to 430-1030 (approx damage).
If I see a Recon armor wearing guy then I know that his Kinetic Resist is between 3k and 4k or basically 30% damage reduction. I will switch to the FWG5 and own his ass plain and simple. If I need some range on him I will take out my Kinetic Damage LD1 Rifle and shoot him from 65 Meters.
If you are a BH with rifle or carbs you should have an FWG5 in your inventroy. You can get between 35-60 accuracy and you will only need one tissue or one Casing to hit the damage CAP/SAC. With Master BH with no pistol skills and the FWG5 you still can have 200 accuracy.
My thoughts

Now this brings up another point...are ranged arms realy worth it? I hear while they increase accuracy, you can't wear armor on the arm so that you get dammaged faster. Is the trade off worth it?

Indeed they are, with a rifle your max range is 80 meters which if they can't hit you at that range damage isn't an issue

If i recall correctly my scatter hit out to 50 meters with them also, basically they will add 15m to any weapons max range, obviously a rifle and 80m is best use for them but thats dependant on temp and playstyle.
