I was trying to find an old dev tracker post (lost my links :smileysad
. Essentially what was explained was that accuracy effects your accuracy in all states, standing, kneeling, prone, or running. Accuracy while moving reduces the accuracy penalty you take while moving.
Anyways, I too would definitely say that popping a nice accuracy tape in that belt should be your highest priority, over accuracy while moving.
Oh, and then, I'd sell the belt if you're going into PVPing as you mentioned as a belt in PVP = 1st target because they'll go down faster because they aren't wearing a PSG. Not joking, many groups see a belt and immediately focus on "the easy target" as they will undoubtedly have much less by way of defenses. Bandoliers, ubese shirts, and AA attachments in your armor for PVP in my opinion. Belts are for PVE when you don't need every advantage...and that belt will draw a very large price tag that will support buying a lot of tapes that can be disposable in your armor for a good while to come.
point being that if you're not kiting, rifle acc while moving doesn't go into effect. plain ole rifle accuracy works while kiting and while standing still and while prone and while kneeling. get my drift ;-)

I would think (2) would be the better choice. As I understand it, you have a base "to hit" and then a modifier for when you are moving. The "rifle accuracy" tape would to improve both circumstances, but the "while moving" would only limit the amount subtracted while moving.
Say you have a base "to hit" of 100, and a moving modifier of -50:
No tapes:
Base: 100
Moving 50
+10 accuracy tape:
Base: 110
Moving: 60
+10 while moving tape:
Base: 100
Moving: 60
That's my interpretation of it. I could be wrong.
That's the way I saw it...and if I remember correctly, a moderator once said that accuracy effects all accuracy whether you're prone, standing, kneeling, running or not.

What he said. ![]()
I tend to kite rarely if ever, because I'm a stacker, and I'd rather land my hits more often then worry about dodging a melee professional. One on one, I stand up to almost any melee template very well, and I usually move only when I need to put more distance on my target, to make sure my accuracy isn't falling off to nothing by being in close.

those belts aren't pre-nerf...they can be crafted.
Yep.
But... SHHHH! ![]()
It's nice to have something AAs can go into for PvE.
I wouldn't PvP without a PSG though... (which is why the same CA would be about twice as expensive as an AA -- non-decayable Ubese stuff can be worth w/ armor).

If you have it equipped and then travel, it will not work. The broken part of PSG's is that when you land you have to un-equip/re-equip it. They do work, try this and you will see for yourself. I agree with the above poster, sell it. I had to sell my Demolitionists Belt that I addeda +11 Rifle Speed tape to when I got into PvP heavy on another server because I needed the extra stun protection against Fencers/Pistoleers/Riflemen.
Give it a shot and you would be suprised at the difference it can make. Watch your combat chatter after you equip/unequip/requip it. The bug needs to be fixed, but for now at least there is a workaround ![]()

of course, this relies on the fact that accuracy and accuracy while moving weightings are the same. It is conceivable (and imo quite likely) that the accuracy while moving weighting is higher than the normal accuracy one and increasing the while moving stat could be more beneficial than just the plan accuracy modifier.
I forgot to do this last night....playing too much WoW, but don't tell anyone. I have screenshots I haven't yet loaded to imagedump of a series of tests run with a friend showing the damage difference with a PSG equipped and without against a stun baton.

thanks all for helping me out. here is another thought. since I'm a "rifleman" i really don't plan on engaging into 'melee' encounters. i would avoid those at all costs...or I should avoid those at all costs.....right?
that was my intention w/adding the 'block' and 'ranged defense' attachements...i would pass on any and all melee encounters.
would i need a 'psg' from a ranged perspective? just curious..im such a n00blol
