But the thing about Jawa Rifle is that its Even Light AP....which basically makes 35% stun damage more like 10% stun damage or something around that number. Which is still really good in pvp considering 80% base and 40% synthsteak seems to be the trend these days.....

Alright, big misconception. When stun is layered into armor, the armor is automatically given a light armor rating. light is 50% off the bat. then you add in the stun layer and that's the damage you will do...here's an example:

T21 against light armor 75% energy base protection

with multipliers T21 damage is 3500

ah, hate double posts - not goign to retype it all. There are a few very good posts about armor piercing and damage types. If the person has a stun layer, your jawa is not going to be better than your t21 is the long and short of my miss-post. Sorry, don't have time to rewrite. WayneInAustin and Sotaudie have made several very nice calculations that can be used to determine which gun is best.
