When a target is vulnerable to a damage type you lose AP. So a target that is vulnerable to energy means that both the Laser Rifle and T21 would have AP0. Which is exactly the same. Which apparently you didn't know.
The laser rifle is generally faster than the T21 which means that the DPS may be higher with the Laser Rifle than the T21 in this instance if you are not speed capped. Hence the ending qualifier about for the non-speed capped.
Also if you have finished off the lair defenders. The 5 second switch doesn't hurt at all. And if you have a nice T21 that is Krayt, Exceptional, or Legendary. You probably don't want to decrade it's condition just to blow lairs. Unless you have an anti-decay kit on it of course.
