NO, it is a easy Quest Reward from Doctor Kinsworth(SP?) in the Myyydril Caves.

Have seen people post that when they tried to equip them without having ROTW it says "You must have the ROTW expansion to equip this item."

Really? All the ones I have seen in game or screen shots of have about the same speed of about 2.5 and far less damage then the crafted weapons I've seen. When I hold them the DPS is lower then with my Laser Rifle...though I must say I believe the DPS is inaccurate because they only take in account the damage it can do given the speed modifiers you are using. But the timer on specials is slower then even the slowest rifelman so speed really is not a factor.
Which ROTW loot weapons are better then crafted? I haven't been real satisfied with the crafted weapons I have found yet.

So they're trying to strongarm people like me who refuse to purchase expansions while the game I already paid for is so unfinished, by gimping me if I don't buy the expansion and quest for vital profession elements?
I have a response to that, but it's not appropriate to the forum.
I'll shop for the loot, I guess .... but the whole concept really makes me want to regurgitate a few days' worth of meals.

Rifleman doesn't have anything that is particularly overpowered (Startleshot is probably still headed for a nerf...

Sadly, while I have indeed been shopping around, I ultimately needn't have bothered. I'm still using my pre-CR T-21 (ADK'd) and can happily hunt most anything I feel like hunting without even bothering with armour - armour rarely makes the difference in the fights I pick, and wearing it all the time will decay it far too fast anyway. Getting jumped by an impossible creature (hello level 498 huurton!) and being sent to the cloner and having my armour decay even more means there's just no point. My armour stays in my house and the only "decay-able" things I carry with me are my clothes - since my friend is a Tailor, if the skill mods on them stop working I'll just get some more. I don't have millions upon millions of credits to replace my armour every week, and while I could probably "farm" my way to that kind of money, that isn't fun and shouldn't be required.
Unless the weapons crafters can make are improved (either more damage/faster/lower-sac/working-elemental-damage *OR* more variety with same stats) there's really no need for me to "go shopping" for a new one. They're all inferior to a weapon I bought a great many months ago that was not particularly "special" even then.
I don't need anything any of the crafting community can make!
There's all kinds of changes that need to be made on the crafting side of things (less decay on armour, no decay for dying, for example) but I don't see a lot of action from the devs on any of that kind of stuff, and it's making a lot of the artisans give up.
And I can't say I blame them. :-/

this is the worst part. quest rewards should never be better than what weaponsmiths can create if they are giving out finished weapons. my whole complaint with the quest rewards is that they are giving out finished weapons instead of limited use schematics as the high end rewards. its find to give a mid range reward as a completed weapon but the high end ones are killing the crafting trades.
I think a better solution is that Expansion content can be finished items but they must be able to be reverse engineered into a Permanant Schematic or a really high usage limited use schmatic. Why do I think permanant? Because a lot of these newer items can only be quested once by a char, it would add new content into the game and keep it around, and crafter content and combatant content should be able to come from the same source.
Yes schematic loot is a nice idea, but it does get annoying having to go to a Weaponsmith all the time to get something useful. Though that saidSWG definately went overboard on ROTW, a lot of these loots (Mostly spaceship chassies) quite imbalancing.
