Call on your local Tailor to make you some Terrain Negotiation clothes. I have been able to add +48 [ Pants, Shirt and Jacket at +16 ] to my TN this way.... that brings me up to 88 Terrain Negotiation ( I crawl real good ). You can only wear a helmetthis way though so it's a trade off.

Group with a SL and get the Group Terrain Negotiation.

Pick up Watfarer in the Ranger Line (EXPENSIVE)

Combine 1 with 2 and/or 3and really haul (haven't tried this myself yet so it may not work as well as hoped)

Unless I missed the change, worn mods stack to +25. Anything else would be wasted.

edit: doh! forgot about crawl speed bonus over cap for TR. sorry

Rifle crawl speed was yanked over a year and a half ago. Right now its as fast or slow as its been since then.
