Just a reminder, anyone who does not have MM or skill tapes should not use SS2, since Flushing 2 will give a better DPS due to shorter delay and is also AOE + stun. Either way, the page listed above can be very helpful in determining which special to use given your speed mods and your rifle. Check it out.

If /Strafeshot2 had no time delay your numbers would be correct.. /Strafeshot2 has a time delay of x3.5 seconds. The numbers you have quoted are for "Autofiring" your rifle, that is firing without using specials.
The formula for calculating Shot Speed is..
Actual speed = weapon_speed * shot_penalty * (( 100 - rifle speed) * .01)
so if you have a RifleSpeed mod of +90 and are firing Strafeshot2 with a 7.2 speed T21 you would have
7.2 * 3.5 * ((100 - 90) * .01) = 2.52 seconds per /Strafeshot2

My numbers are not for auto-fire. I'm letting people know what speed your rifle must be to shoot Strafe Shot 2 at the Speed Cap according to one's speed mod.
