I am a Master Rifleman with no speed tapes (+90).
My friend is Master Swordsman/ Master Brawler (+80).
He used a free unlock on melee speed and immediately was able to speed cap with a power hammer (4.5 speed range).
I used a free unlock on ranged speed and did not notice any difference at all with my T21.
The mods for enhanced ranged speed are bugged, period. I am nort angry, though. I expect this to be fixed. And to aid in the process, YOU can do something to help. Just send a /bug report in game.
Once the csr's have noticed enough cases, we can only expect it to be fixed.

I think people might be bugged. I dont use rifle SEA's anymore. I cap on strafe shot 2 with my 7.4 speed rifle with only 90 rifle speed. I have heard of a lot of people not experiencing benefits from this. Devs, I think it's time for a hotfix

I am both a Master Swordsman And Master Rifleman, I had 2 slots to unlock so I chose melee and ragned speed lines. With both I saw a huge jump in speed. I noticed I was able to fire my 7.8 speed t21 as fast as my 5.3 speed version. I use to have a slight delay when using it, but Im able to kill rancor lairs so fast it just blows me away. The melee line also helped swords alot though still not at cap.

I dont know, but with master combat prowness, and rifleman 4-2-3-4 with a 3.9 speed rifle i am hitting much faster with the ranged prowness than without....

I've read in the commando forum that melee speed tree increases the speed of ranged weapons like the flamethrower, sounds strange but it's probably bugged (in a backwards working way) and is pissing alot of people off especially the ones taht got free unlocks. So if you happen to get melee speed tree, perhaps that is what will help your rifle speed for now.

I have not been able to put together specific numbers because I am in the middle of grinding out accuracy, but I can confirm that, with me, anyway, I am not speed capped with +12 ehnanced ranged speed (which I used my free unlock for) as a master rifleman. There may be a a minor difference, but without my speed clothing, I am not really doing any better than before as just a +90 speed master.

If I remember right it's 2.7 . Good luck finding one with that speed.

May be a left over bug. In the past heavy weapons were counting as melee weapons. Which is why flamethrowers were so nasty for awhile. Riflemen were taking a 2.5X melee damage multiplier from them. They supposedly fixed them but they may not have all the way.
I've also heard that heavy weapons count against melee defense instead of ranged. I haven't tested this to confirm. But if true, it may be related to the melee speed issue. They may still be counting as melee weapons.

Some people are saying it doesn't work... others say it does. I for one do not believe it works. Reason being, the melee speed tree does work. Swordsman are telling of great gains in speed by gaining this tree. People say that this skill mod works as 12% of how much speed you have already, meaning that as a master swordsman I would get 75 x .12 = +9 to speed. But, as a master rifleman I would get 90 x .12 = 10.8(roughly 11). Some people have tested with Dxr6-b rifles with 5.3-5.8 speed, comparable to a swordsmans power hammer speed. So, from these calculations, and what I have heard... enhanced ranged speed doesn't work, but enhanced melee speed does.

I also used my free unlock on this branch, and notice no difference. Just so happens that I was timing my shots before I got the branch, and there is NO difference what so ever. I really hope its broken, because if its not that means all of us pretty much wasted our 4 skillpoints, not to mention our unlocks
