as i understand it, nearly every weapon being converted is going to the higher CL cert... for example,the DL-44 Metals are being converted into the DL-44 XTs... despite the DL-44 Metal cert remaining in the game (CL 12, novice marksman level), and the DL-44 XT being a master level, profession restricted weapon... why are they doing it this way?... because "dumbing" down a weapon has much more dire consequences than bumping it up...
from a numbers stand point, say you have a caster that is 170-530 right now... you probably used a combination of +230 max looted items to build it... that item converts to the light bowcaster, with the stats: 45-93 (taken from Bria conversion thread)... which is maybe +30 over a normal 'caster... if it converted into an assault bowcaster, it might convert to something with 1000 damage, +125 over normal... the point is, the integrity of the weapon is lost by dumbing it down...
who will be more upset?.. the crafter who's standard bowcaster becomes unusable, but more powerful (upgrading in conversion)... or the riflewook who's uber-'caster becomes completely worthless (downgrading in the conversion)... the answer is whichever one spent the most time/money on their bowcaster - the riflewook...
if other weapons are getting certed UP, the bowcaster should as well... it makes no sense to exclude it just because it has nocert on the trees or CL restriction currently...

we don't have the formulas per say that is in flux on the tc's right now (changed yet again today) but this is the goal for exceptionals
(this of course is for the same weapon (at whatever tier is it))
