sigh ... if factional mobs are not taking the AP damage then the weapon is still nerfed/bugged in my eyes. <mini-rant> Please fix this devs. Some of us are not content with justcapping critters and non-faction humanoids. There is a war to be fought here for cryin' out loud!! </mini-rant>

There is a small possibility that the AP fix applied to all T21s, yet the range fix (which may or may not exist) would only apply to new ones.
It's about how the database works: presumably, in their database, there is only 1 place specifying the AP of the T21, something like:
T21 ===> AP=3
While the range modifiers are stored in the database on a case by case basis, specified for each and every T21 in existence. So, changing the AP could mean just changing that 1 single number in the database, while changing the range would mean going to each and every T21 and modifying its individual attributes.
