You're gonna need to try some harder missions- lvl 32 is much too easy to expect any decent loot from my experience. Try some lvl 110+ missions

His AA was something along the lines of +8 melee defense +10 defense vs Intimidation and +25 Rifle Speed. It was a pretty nice one I must say.

In fact with that AA the Rifle speed would be the one that stuck. Its goes in Numerical order first (the skill with the highest modifier), if 2 or more skills are the same value, it then goes alphabetically. For example a +10 Melee Def/+8 Defence Vs Int/+10 Rifle speed SEA, the Melee Def would be the one that would stick.
