It was given at the end of a series of 8-10 very easy subquests to 'survey a spot with at least 50% concentration of x', where you were given a new x after the successful completion of the previous subquest. It was given by a member of the new species (ithorian ?). Can't remember his name (Izarorth ?, naah) . He was placed in the NW part of the village.
I'm not sure that you can get it immediately because of the phases...i did these quests last week when the phasing was once every 8 hrs & don't know which phase they belong to. Also, the organics survey device is one of the possible awards, so you may need to do the quests multiple times (with different chars?) to get it.
To answer another posters question, it's a device not a schematic.

I am sorry if this is old news, but:
I was trying the new force sensitive quests on TC2, and by mistake I started doing the survey quests instead of the combat oriented ones that I wanted.
In any case, when I finished the quests and unlocked the FS slot, I was given an 'organic survey device'.
The funny thing is, it can survey and sample _any_ organic, including, for example, meat. As an experiment, I sampled some carnivore meat with it & got 8 units of meat. I think that is new, right?
Granted, sampling is just that...doesn't give enough resources for large scale crafting but still, it kind of infinges on hunters' territory. Plus, maybe organic harvestors can follow the survey devices...
Any thoughts? Potential impact on scouts/rangers?

I will assume allowing you to sample meat is a bug. (I'm not sure it's economy destroying though.)
I would, however, love to be able to see the resource maps to know the best spot to kill creatures at for harvesting.

i think its pretty kool, least now i can survey at the starport to see which hide as best stats or if they bad move on to another planet instead of waisting time trying to find the creature, also ive tested it ... the sample is only like 4-6 units nothing major

I think I read somewhere that they had in beta organic (hides, bones, meat) harvestors in the beta but they really made the market for scouts dry and they took them out, as far as this device is concerned.... I don't see the big deal, If anything it helps us since you probably will be able to buy it off a jedi it slap it in a survey droid.... I mean were you ever worried about the artisan that surveying on your harvestors? No, because he could never beat the amount you pull from even personals.... No big deal to worry about... Calm down...
