If it wants to be really technical, you could determine the degree if inacuracy when fired at with ranged weapons, to be a factor of the river vegetation in the area (the 5 star rating you get when fishing). If its perfectly clear water, it doesnt make sense that someone shouldnt be able to hit you at all. (Of course light refeacting from the surface would cause your position to appear slightly out, but that could be represented by a fixed base inaccuracy). Add in some river vegebles and you can be obscured by the weed so much its nigh on impossible to hit you whilst submerged. It could also provide a bonus that any animals that follow you into the water are unable to keep tracking you.

In addition, mask scent or any camo that youve applied should wear off. If you are going to dive to the bottom of a river, it makes sense (at least to me) that any camo paint youve applied is washed away and the attempts at masking your scent are also washed off. Of course you can always reapply them when you reach the shore, but for that moment when you're swimming to the shore line you could get aggroed again, thus adding a slight disadvantage to submerging.

I also agree with the points rasied before. In particular the timer much like burstrun timer. Make it so you are "out of breath" or something like that which stops you continually diving underwater. Im not sure I like the idea that my HAM ticks away the longer I stay under though. I prefer the idea that your duration is determines by a similar stat to burstrun, those extra +5 you get when wayfaring let you stay under longer, and at a reduced initial special action cost.

Yeah that is a nice way to throw in the vegetation rating. Also I have been considering the FD with restrictions argument. Adding in the vegetation rating is a good way to just simply increase the miss ratio instead of completely making one untargetable.

YEah I didnt really agree with the HAM ticks because buffs would make it so u could stay underwater indefinitely.
