Guys - When did NS Elders start taking an hour to drop with conceal shot?

I have one question... WHEN DID THEY CHANGE LOK CAMO KITS??!!?!?!
Sorry about the caps and my ignorance... #1, I pretty much abandoned the forums some time ago as I felt I was spending more time in the forums than playing on way too many days or it kept me up until 5AM so I can get up at 7 to go to work. #2 I'm still using factory-run crates of all the camo kits for all planets I made that were possible to make right after the publish that gave them to us except dathomir (made one more run since then) and just checked my datapad... nothing DOMESTIC required in there at all!!! What the ?!?!?! No shouting in the streets???
