haha you just reminded me of the film beatle juice.
When that shaman guy springles that dust on Beatle Juice's head and shrinks his head to the size of a wallnut haha. Yes off topic but im in an OT mood today.

Yea they don't mind if you emote... but if you emote at them.. /salute is fine though 
I huged one once and got a something like "(cheerfull) A little for the empire, a little for me!" Something about his body language was very little-girl-that-just-got-a-new-doll. He didn't incap me though...
I've heard its not a good idea to say "I'm a rebel" around them either.

I wish the rebel troopers did stuff like that (maybe not incap or fine but at least respond when I slap them around).

sometimes its the little things that we do that make the game too funny sometimes.
maybe /kiss or /flower might have elicited a better response.

I've been fined for giving a stormie a /noogie before. No incap, which is strange, because if I were him and I was noogied... oh man, there'd be hell to pay.

Mind you, my fellow (npc) Rebels are starting to get on my nerves now - why do they feel the need to tell me "I was just about to submit you for scan before I realised you were a Rebel soldier"? That's like stopping me and saying "I was just about to speak to you, before I realised I don't know you"

The empire is only inconvenient if you break the law. I'm an upstanding citizen and a Lt. Colonel in the Imperial Army, and I never run into any hassels with the empire, other than the occasional n00b Stormtrooper who searches me because he doesn't realize i could put him on latrine detail for the rest of his career.
The empire has done so much for you, and you still refuse to follow the laws. It was imperial efficiency that dropped transport shuttle wait times from 10 minutes to 5 minutes to 1 minute. the empire opened the skies up to allow free travel all over the galaxy. some will say it was wrong for the empire to close the skies, but it is very dangerous up there with all the mercenaries and pirates. the emporer was trying to protect the citizens.
If some rag-tag group of militants overthrew the empire, can you imagine the disorder and disarray that would happen to the galaxy? there's no way a handful of militants could possibly even begin to run such a large collection of assorted people and species. we need a strong military power in place to keep order and peace.
