thats true in my opinion. i hardly ever use it. most of the time i just use mask scent.

let me ask you what you want to use it for? if its for hunting creatures drop the conceal and take up tracking. it will help you alot more than conceal will. use your mask scent and get some be enhanced clothing. now if you are using it to conceal againt npc people then the effectiveness on them is debatable. from personal experiences i have had somewhat of a success on npc people. i have stood toe to toe with a red dot. they never did anything, but these were low ham npc's. on the other hand ive been concealed on dathomir to have a ns completely ignore my conceal and commence to thumping my nugget. so if you want to pick up a skill that works good for creatures and npc's take up the tracking line. you will be happy plus you dont have to master to get all the skills.

Personally, I only use a camo kit when I'm with another hunter and its to be applied to them. When I'm out hunting alone, I normally just mask scent. If detected, my swoop can outrun anything. If on foot, my burst run efficiency and terrain negotiation can outrun anything. (Was almost toe to toe with a Jedi using Force Speed)

I need it for hunting, for DNA sampling to be precise, so I guess for now it i better to stick to MAster Scout Mask Scent.
