It's an ability associated with rifle useage, you get it in like level 3 or 4 of the rifle marksman tree. It makes it (theoretically) harder for the creature to notice you and hit you once you are noticed.

You may not have it, and if you don't my apologies for bringing it up. I do know that this happened to me on a jabba mission. I took cover, had to move, then couldn't do more than a walk which was like a slow crawl, and burst run was like a light jog.

Dunno if this helps, but I can always hope.

If it's not because you just used /takecover, then it could be this.....

After sitting on a peace of furniture, and "autostanding" you run slow. Autostanding means instead of using the /stand command, you just press move forward and the character stands automatically. If you do this when sitting on furniture, you run slow afterwords. I can repeat this every time, and I have bug reported it.

The work around, also repeatable every time, is stop, sit on the ground and then use /stand command to get up. Then you run normal again.

I had the same experience, that I would not be able to keep up with people I usually keep up with or pass. I'm a bothan, and I run as fast or faster then others. Even on flat ground where terrain negotiation doesn't take effect.

So try that the next time you have this. When you log out and back in again, it is back to normal also.
