If you had bothered checking the stickies here or in the scout forum you would know the problem.
You cant trap anything that gives xpp if your allready master rifle. So you have 2 valid solutions as far as I know. Keep throwing traps at low level targets with 1xp for a long time, or drop down in level yourself till you can trap things that give xp.

Next time try reading abit on the chosen proffesions forum, learn about what bugs that affect them and what problems they have. Learn what you are going too. Not trying to flame or anything, just a piece of advice that has allways worked out great for me. Research is the key to knowledge.

The problem was caused when the CU changed the way xp was awarded in combat, making it proportional to the distance of the enemy CL from your CL. However, this makes it impossible to level trapping from scratch if you have a high CL since you can only trap creatures that give you 1xp. This is supposed to be fixed in Publish 20 so trapping xp is based solely on the CL of the creature.

It isn't bugged ok. It seems tho u have to work with your traping lvl and your combat lvl at the same time. Take for example if u are cl 80 but only have trapping I, you will probably not be abl;e to get any to stick on anything higher than lvl 20 or so. Now say u are you have lvl IV in Ranger traps but you are only cl 40. At this point u should be able to hit any critter out there. U might miss quiet a bet, but u should be able to hit them. I know this is the case becuase i have 2 Ranger alts. I lvl up both of them after CU. Here is how i did it.

I stayed at the lowest cl i possibly could while increasing only my trapping lvls. And man I shot up the tree in no time(comparetivly speaking).

So my suggestion to is if you really want Ranger, then drop the Rifleman to bring down your combat lvl. This is alot better than sitting there getting 1 traping exp per kill lol. It would take u forever that way. Why do that when u can drop some Rifleman skills, and just grind them back up in no time later.

Believe me when i say it man, the pop darts are worth it. I can solo pretty much any critter in the game.

Yeah my combat level is 11 so im good, im a just go to Tatooine and see what i can muster up... im marksman 4004 - scout 2021 - so im a fly up the trapping tree asap! thanks for the tip
