Thread: Fine line between heaven and Hell (question for an advanced politician)

A friend and I are starting a city but there are houses around the area we want create the city.

We have space for city hall and getting lots for the first ten houses..

the FAQ's read-

STATEMENT:
"When a city hall is placed, you have 24 hours to get 10 citizens in your city. The owner of the city hall counts towards that total automatically. A citizen is an individual who owns a declared residence within the borders"

QUESTION:
If you place a city hall next to a declared residence do they automatically become a citizen under the tax codes?

Two things:


1. Yes, you will "autocitizenize" those people who have already put down houses in that area.


and


2. You will be stirring up a hornet's nest if you place there without consulting the people who live there first.

If they have another house, will they be able to just claim that as a residence (assuming its outside the city limits?)

If they are in your city's boundaries, they are still subject to city taxes, which is why they will likely be unhappy with you if you haven't consulted them first.

I would recommend just placing the city hall, then dealing with them after the fact. The do not need to be citizens, as they can declare residence elsewhere and not have to move their house. If the spot is where you want your city, you are within your rights to start a city there. Giving advance notice only lets them place a small harvester in your spot and keep you out.


The best solution is to offer them enough bonuses to make them want to be a part of your city. Give them streetlamps, gardens, and other facilities which will make them happy to be a citizen.


But it is within your right to place a city hall where you desire. Just don't get out-voted in the first week.

Yes, the worst outcome is that they all band together (especially if they are a PA), vote you out of office at the first chance and pull down the city hall. And yep, it has happened before.

As a thought experiment, I would love to see how that plays out. Yeah, the voting thing can be negated by the simple application of a large placeable, so it would be fascinating to see how SOE approaches having a city dropped on other player's heads as opposed to having player's dropped in our city's laps with no repproach for dealing with the offending parties.

This is what I did when i droped Peko Point back in April. There were to houses grandfathered in. I emailed both owners before hand asking if they minded the city being placed around them and if so what it would take to change their minds. After about two weeks without hearing from eather owner a slot opened up so i droped the hall. A few weeks back i happend to be standing outside my house (right next store to one of these grnadfathers) when its owner rode up. He says to me "when did the city move in?" I laughed to myself and responded "Almost two months ago" He says "hum... wounder why i wasnt notified" (at this point i was laughing histaricly behind the screen) I said to him, "I sent you a email. Must have been a Bug that day" he laughed and i continued "I'm Mayor Hiang Lib. I hope you chose to stay with us. we would love to have you." He proceeded to tell me that he had considered droping a city there himself but didnt want to spend the skill points. I have yet to see the other guy but i hope he is as great an asset to the comunity as the first one has been. Hope you enjoy the story and find it useful...

I would consider notifying local residents before placing a city only if the number of residents were significant. 1 or 2 houses in the general area wouldn't be enough for me. They simply can't stand in the way of 10 citizens wanting to form a community. In our city's case we set up our city in the area we wanted the city to be placed and put down place holder structures for the City hall. When we finally go the city there were 3 other houses in the initial radius that weren't there when we put our buildings in. I didn't conslut with them and wouldn't now if I had it to do over again.


2 of the residents I never heard from. They eventually left but I don't know if they moved or just quit the game. The other resident tried to cause a problem but he recieved no satisfaction from his threats (he demanded we not build anywhere near his house..yea right I got a plateau to deal with and 150 meters and this guy things he is going to control my zoning?)

I'd like to say - those residents have right too - but I won't because I think a city takes precedence.

What do they have to lose ? That they become part of a city or they pick up and move their little home elsewhere.


I agree with the DOC - place it and let them deal with it.

I don't want to come off as unconcerned with their desires and their rights but they cannot control the land around their homes to the exclusion of all others without putting down their own city hall and incoporating. I wouldn't dream of uprooting an unincorporated group of citizens this way but a couple of houses out in the middle of nowhere can't be allowed to stop cities from forming there is not enough good spots for cities in decent locations as it is.

Just wanted to pass on to all of you who took the time to answer this players questions and offer advice that he blew you all off and pissed off hundreds of players all in the name of the "GCW"


If you have the time take a look at the Flurry forum and see what this player and his friend have started. Player griefing at its finest, and SOE is not doing anything about it. Nice to know SOE is supporting this kind of action.
