How is it paid. Directly from bank?
What happens to a citizen that doesn't pay?
Both income and property tax come from the maintenance pool from structures. Property tax is a percentage of the maintenance rate of your declared residence and any other structures you have within the city boundries, so it is removed weekly from all structures you place within the city limits. Income tax is a flat amount that is removed weekly from your maintenence pool in your declared residence only.
So, the best thing to do is make sure that you have plenty of money in all your structures, and more in your declared residence to cover income tax, before the elcection countdown ends.

it is placed in the treausry and someone who can not pay causes an e-mail notification to be sent to the mayor.
There is no income tax, unless you're talking about Citizen Tax. It's a flat fee set by the Mayor. Citizen tax is not mandatory. It does come out of your bank. If you can't pay, the only thing that happens is the Mayor get's an email.

Taxes & Maintenance
Taxes are collected on a weekly basis. Taxes are managed from the city management terminal and all tax information is public and can be seen there. There are four types of tax the mayor can collect:
Property Tax - Every player who owns a structure in the city pays a % of their maintenance as property tax. These players will see an increase in their maintenance fee appropriate to the tax rate.
Citizen Tax - A non mandatory tax charged to every citizen of the city. The money is automatically removed from the player's bank. If the player can't pay, the mayor is notified of the delinquent payment.
Sales Tax - A sales tax added to every item sold by a merchant in the city.
Travel Fee - An additional fee added onto the normal ticket price for traveling from the city.
Is the citizen tax only attempted to be taken out once a week when the tax rolls around?
Say your bank account was zero when the tax rolls around, the Mayor get the email, then later you finish a mission or sell something on the bazar. Does the tax get auto-withdrawn immediately or waits for the weekly tax time to come up again?
Its a once-a-week affair, you could theoretically withdraw your entire bank account before the cycle to stop paying the tax (if you were that way inclined).
To be honest, I'm not really bothered with the citizen tax, the property tax is a nice scalable way of taxing people based on their 'apparent' wealth. I would very much like a REAL income tax based on missionstaken fromthe city (5% tax on 10000cr missions would be real nice), but I figure the mission system doesn't record where you picked up the mission, therefore it can't tell which city should get the money.
Be nice if it worked that way though.
