Well that's the way cities work. It would not have been against the rules for you to plop your city hall in the middle of your settlement and declare yourself king of the castle. But anyway, you were nice about it, and they seemed to have no desire to have their own city. Cities expand, nothing you could do about it. You need to run YOUR city.
As for this "war" what on earth are they going to do? Is your zoning on? Well then they can't build grief structures. If you don't accept the war, there is no war.
Is the 156k a one time fee? Or is it recurring? If it's a one-time fee, I would probably pay it to make the dude get lost. On principle you're right, but just not worth dealing with him. And 156k is not a lot of money. Other than that, his terms are stupid. He wants to make an issue where there isn't one. Tell him that instead of war you'll /addignore him. He's trying to get attention and if you /addignore him that will pretty much deal with that.
You were nice when as far as the game mechanics go, you didn't have to be. You started a city where you already lived, and didn't just slap down a city hall in his back yard. So just stand your ground and say "we're not warring with you, we can live together in peace, but if youchoose to be a dork, I'll /addignore you and that will be the end of that."

Is this income tax? If so, all they have to do is undeclare residence from their houses and they wont be taxed.
Either way, I saw screw them. I gave up a long time ago trying to making EVERYONE happy in this game.
I'd probably jack up property taxes to 50% just to make him even more mad, and just refund the rest to your citizens if they'd agree to it.

Is that exactly how he said it or just your recapping the conveersation? Sounds like some neat RP to me. Our neighbour city is now in a simular conflict with a huge imperial PA after a Bounty Hunter Guild living in said city had a RP player givin Bounty Contract on the leader of said imperial PA.
Now they are living out the roleplay consequences of the imperials fighting back as a unit and the bounty hunters sticking to their codex of never giving up a contract, the city (built up mostly by this BH guild) somewhere in the middle roleplaying alleys or victims. It sounds great ;
What this other PA leader fails to realise, is that it isn't "their land" if it is in the city, it is yours to a certain extent.
Turn zoning on, they can't do anything about it. Increase all taxes to the max - including maintenance - and refund the members that aren't causing you grief, and they can't do anything about it. Cityban anyone that causes a problem, they can't do anything about it.
The only problem you may have, is that if they have 35 members that decare in your city, they can instantly get 35 votes if they put someone up for election, and unless you have more supporters, the tables could be turned pretty fast.
It's always nice to resolve things amicably. but that isn't always possible.
If someone is decent with me, I'm decent with them. If they cross me, they'd better watch out, especially if they're in the city I run
You still have power in this situation, but you must be aware of your limitations to take advantage of them. As was mentioned above just keep the Income Tax at 2000 and maybe raise property tax (I wouldn't becuase it's too much work to refund it all to your loyal citizens, but thats just me), and then they have a choice to pay or undeclare. If they undeclare then you can /cityban them and they won't be able to use the shuttleport, bank, or cloning center. Believe it or not you have them over a barrel. They can pay and be /ignored by all your citizens, or they can refuse to pay and be denied city services and still be /ignored by all your citizens. You can even go as far as having your entertainers /denyservice to them.
There are ways of icing someone out of your town.
I'll explain a situation that recently happened in my city. Nabubu City is neutral and comprised of many Player Associations: 2 Rebel, 2 Imperial, 1 Neutral. One of the Imperial PAs had a lot of internal conflict that ended up resulting in the 15 members to leave the PA and start their own seperate one. Since I live in Texas and they live in the United Kingdom we don't all play at the same time so by the time I found out about all this these members where starting to pack up and remove their houses from Nabubu City. , you've noticed the PA neighborhoods and squares we've built and that we are using every bit of our 450m radius. Now a large chunk of citizens are leaving one of the bigger squares. And to make matters worse the leader of the lame-duck PA went AWOL and decided to play his toon on one of the Euro-Servers. So I'm stuck with a PA hall taking up the focal point of a great square with houses missing. Very Disconcerting.
Then I remembered something. At one point when I helped the PA move in I was given admin access to drop off furniture in the hall. I checked the management terminal and lo and behold....i was still an admin. I sent him another Email as well as a Gmail to discuss the situation going on with his guild. He never responded to either. Since I wasn't the owner I couldn't destroy the hall, but I could take all the money out. After talking to the former members and determining that a majority of the money was put in by them anyway I took out the 96K credits, removed all the objects in the hall, placed the objects in 5 different storage houses I have around the city to help people move, and waited 2 hours for the weekly update. The update dropped the Hall which was at 0 credits to 46% condition. 3 days later the PA hall vanished due to lack of maintenance funds. After that happened I had one of my Architects make a Naboo Style Guild Hall Deed which I stuck in storage with everything else. If this guy ever logs on i can reimburse him the cash, give him all his possessions, or hold them for him until he can take them, and even give him a deed to a PA hall. Those that left his PA have moved back in and their hall now sits where his was.
I agonized over doing this for a few days, but then thought about something: How often do we as mayors get the opportunity to actually act when an AFK structure is left abandoned in our cities? He did add me to the Admin list along with five or six other players. This was the only opportunity I had to act on this and I did it. If he ever comes back and asks about his items I will gladly give it all back to him, including a fresh deed and the 96K credits. Nothing has been destroyed or given away. It is all as he left it......Just not where he left it.
Bajeezus, throw me an opinion on this please. Keeping with the theme of the thread, do you think I'm being fair?
Sounds like a solid course of action to me. I've been lucky as of yet to experience any similar problems. Even though I have 4 clans living within city borders, they are all stable. The worst problems I've had is being stuck in tell-hell for incredibly too long
personally...... I say keep the tax..
there are couple of new citizens moved to our city and I told them what taxes there are... 2000 income tax (weekly ) and 5% sale tax..and your standard 100cr shuttle fee.
This is what keep our city up and running (almost.. there are some out of pocket for now) some of the new citizens are concern about not able to pay them. I told them it is automactic.. if they don't have it.. it doesn't charge them... (sad but true)
Thus far.. there isn't any problem... so far
but I do send out weekly email (I wish I can get town meeting.. it is kinda hard when your citizens are from different country and differnet time zone) so I send out citywide email and get feedback (like trainers and such)
and those who answer.. I act upon....
