The voting terminal is within the city hall. A /cityban will prevent people from entering city hall. Therefore they can not get in to vote or put themselves up for election. And when players can not vote their votes are thrown in behind the incumbent mayor.
Its not exactly pretty, but I'm fairly sure it is a sound tactic. Under the circumstances I think its a fairly reasonable course of action.

As far as I know mayors have the ability of removing objects in the city limits.
If the hostile guild keeps anoying the growth/development of your city you can simply remove the houses and guildhall of the apropiate guild members.
NOTE: This is an extremlyharsh messure, but you have to do what you think is best for the majoroty of your citizens.
Actually, you can't /cityban citizens, sadly. :-(
The rest of the ideas are great, though. Make every effort for a reconciliation, but if they insist on being difficult then simply carry on with your city. By virtue of the way player cities are set up, you own all the power on this one. You can set taxes where you want them and the citizens have only two options: Move or vote you out. If you've got a solid voting block, you're safe from being voted out. Also, the advice about liberal use of /report is well taken. If you, or any of your guild mates for that matter, are harrassed even slightly, break out that /report and /ignore. (You may need to macro that one, sadly...) I sincerely hope that this is some misguided attempt at roleplaying on his part, but it may be that an amicable solution isn't possible. If that turns out to be the case, minimize the damage and out wait them. Use the full taxes option as a very last resort. (Very last....ie this is still going on two years from now....)
