Is there any way to remove a mayor froma city outside a vote? Has anyone asked a CSR for a leadership change in a city? I am afraid the answer is no... which means my city has a long road ahead of it... not very appealing to me.

No.
The election process is currently the only way to change Mayor of a Player City.
Good luck.

We have the same problem in Paradise City (Far Star). The old mayor quit the game a few months ago, the same for many citizens. Now we can't have enough votes for a new mayor

People have tried talking to CSR's and they will not even do it when it is the current Mayor asking to be removed because a city has to have a mayor. They do not at the same time someone putting in a person that no one wants in office. This is a hot issue and one that I am sure that Pappi is working on for us.

well, I've mentioned this quite a few time, but let me say it here again:
it seems that CSRs will not help with replacing a mayor unless the mayor quit the game, and sometimes still won't even if you can prove it. when a city needs to replace a mayor (either the old mayor wants out or left the game,) the CSR has no way to make sure that the person they're putting in is who the citizens want to be mayor. if the CSR *can* verify it, that would probably mean that more than half the citizens have spoken... then why not just vote the person in? if the challanger doesn't have popular vote then he/she might not be the citizen's choice. a mayor would be able to "sell" the city, ask a CSR to transfer it, then the new mayor would be able to grief the citizens using city features.
the devs tend to error on the side of causion, especially when it comes to things like griefing... therefore resignation isn't a viable option. I agree that elections shouldn't be this much of a hassle. a vote should still be needed unless it's an emergency, but the voting requirements should be loosen quite a bit, such as allowing a challanger's vote to "stick" for more than 1 election period and requiring active votes for each candidate (even the mayor.) unfortunately, politicians aren't getting anything any time soon. they simply have no time... even though I asked about our issues often. it's a shame

I want to move mayor to my Alt character, This may be tricky seeing that some of my citizens are only on once a week or less. You think a CSR would have mind switching mayoral duties to a character thats owned by the same person? In a sense it's not a mayor change just a toon change.

I'm attempting to try to do it the democratic way this week, If it fails then I might talk to a CSR to see if it's possible. Most likely not get get much support.

the best way to get rid of a mayor, who is active is to have that player delete the city, which means they have to take everything out of the city hall, and destroy the structure. yes you will lose all the civic structure in the city, but hey at least the old mayor is gone.

We worked too hard to get a LVL 3 city on corellia which happens to be capped at the moment to destroy it and start from scratchwe may lose what we have.It not fair to the rest of the citizens.
