so wait, lemme get this straight...
CharA was the mayor. CharA cancelled their account.
CharB is running for mayor and has 3 votes (out of a metropolis).
Would CharB thereby win the election at the end of the cycle??
Yes, they should. Something to keep in mind, though, is that there is a bug that makes all new citizen's votes default to the incumbent. If you haven't had a ton of new people join the city that election cycle, you should be fine. They can always go to City Hall and change their vote as well.
Q: What happens if teh mayor goes inactive and wants someelse to be mayor but you have to wait 6 weeks for voting. Can this be worked around.
Q: If teh mayor is inactive does the elction res-start over a cetain tiem period?
The voting cycle is three weeks long. Regardless of whether the Mayor is active or not, the cycle remains the same. All someone needs to do to take over Mayorship of the city is to register to run during the first two weeks of the election cycle and receive the majority of the votes.

Sometimes the shuttles bug and don't delete properly. The system looks only at ranks, though. There should only be 20 Player Cities at rank 4 or higher even if there are 21 shuttles displaying.
