What I suggest is to allow mayor to sent a warning to specific citizen :
"The mayor would like to verify you are still alive. Return in your house localized at xxx, yyy, zzz and use the terminal to cancel the procedure before 14 days. After this period, your house will be packed automatically, and it will return in your datapad. You will not be a citizen of the city anymore".
The solution is simpleand this will help all the mayor in the game!!!
As a new mayor coming in to an old city, I am left with tons of houses from cancelled players. I agree with your idea, but I'd like to offer a suggestion that maybe the devs could use to avoid the possibility of griefing. Instead of leaving it in the mayor's hands on an individual basis, maybe they could add something like a "Packup Condemned / Inactive Structures" option to the City Management radial menu. It could even be expanded to generate an email to citizens with subject structures, wait the specified 14 days and then pack the structures city-wide. Seems to me this would eliminate griefing.

I've often suggested that mayors have this ability, but I'd like to add that I hope our Corr takes whatever we can get.
A recent suggestion I heard is ear-marking a house. Literally, we have houses in the town that have been there a YEAR without the owner logging on. Over 15, we know, are cancelled/lapsed accounts. Could we not get a mayor the ability to file a lapsed account ticket, wherein the account has been cancelled/lapsed for 6 months the structure either gets packed up or moved to a general lapsed account area on the planet in questions (in the case of houses/harvestors/factories/tents that cannot be packed)?
This is strangling our ability to manage a Tier 5 and Tier 4 city next to each other. The wave of people that left during the CURB and haven't returned have left tracks of abandoned housing blocking current active players from participating in the player cities.
I completely understand the load on the devs, but getting people into the community and developing that sense of ownership is a large part of getting them to play the game regularly. More play = equal more paid accounts.
