We're in a similar dilemma... and she's actually trying to wait till our new mayor takes her place, but it's really hard. 64 citizens, and usually only 22 or so people vote at a time.
Player cities is one of the key contents in SWG now, they need to put something in like this soon, cause it's hurting the game even more.

As an ex-mayor, I feel your pain. I had a good city on Corellia. Unfortunatly I had to cancel my account for a few months. We wanted to get someone else in so they could continue taking care of business, but there were too many "ghost" citizens. One of our citizens started his own town on Naboo and got it pretty well populated. As houses becagn to fall, more people quit. We eventually got to the point where we had to just accept the cities fate. Most of us moved out to the other city on Naboo and we "sold" the land to a guild wanting to move there city from naboo to corellia. They us the remaining funds in the treasury and some extra for the city structures we had left over.
HadI been able to resign, our city would probably still be up and running. We could have got new citizens in when the ghost ones lost their houses, but it was taking too long and the active citizens didn't want to wait any longer.
So, Papi, bring this to the devs attention! it is a worthy cause that needs a solution fast
Asimple option to resign if there is someone else on the ballot would work perfect, then all the votes could default to the other canidate and elect him.

My boyfriend just had what I thought was a good idea. Have it set up so that as a mayor you can resign, but upon resignation you vote someone else into office. This cuts down on someone being able to just up and resign without a word to anyone. After that mayor resigns and votes in another player, all the auto-votes go to the new candidate. A good example is Dean dropping out of the election... he left saying that his vote was going to Kerry. This way, the people who were planning on voting for Dean at least knew where to put their votes once he was out of the running. I would think that as a citizen of a city, if you're alright with who your mayor is, you'll trust their judgement on a new mayor.
