well CSR MUST give you your xp... they can and are instructed to. If SOE never repays the xp not gained then they have the worst CS out there. So a csr SHOULD do it, last week they did right when they answered. No different this week, SOE needs to get their act together. They cant say they fixed it when its still happening god SOE jumps the gun too often.

No but they do. File a complaint if they dont tell them to read this forum. Now some CSRs are better than others and realize this and will grant you your xp with 20k cap. If they say we're sorry we cant they are wrong so its best if you have other file CSR tickets too, so you get a good CSR.

This is not a bug. You didn't get your xp because you don't get xp every week. There is a update cycle that happens once a week that will bump you up to the next level if you have met the citizen requiremnet. You only get xp when an election actually happens which is every 3 weeks not every week. Notice that you cannot register for the next election yet as the previous one is still being conducted. And the election does not go on the same timer as the update timer. The election timer starts when city hall is placed so it is different for every city.
