the easy stuff:
Garages
Change the structure report, seperate into a decorations report and structure report.
Fix cloning center problems, lots of refinement required here. they should still be able to be closest, except in the case of oppossing factions. and fix the bug that makes them work even when they are removed.
Add more lamps to all city sizes.
Allow statues/fountains to be placed closer to gardens/tents/houses
fix the mission terminals dropping thru porch's (entertainers..)
add BE trainer
make the height ofa statue adjustable ignoring the height of the ground.
adjust garden bases and fountain bases, they're not very polished in this regard, when placed on a hill (not a steep one just long) you can look under them. statues are deep enough not an issue, but that poor brazier/fountain and especially those small gardens are easy to look under.
the plain fountain, fix it. there is a fountain that doesnt spout water it does nothing. please fix this. (or make fish dropped in it animate
)
The hard stuff:
Add terrain modifying tool
add roads/concrete/bricks something!
add more decoration types statues, fountains, gardens
make it so we can sit in gardens/make gardens have collision detection
fix garden re-deeding (not sure how or why this is around, hasnt been a problem for me..but has been for other cities on same server)
make gardens show an outline of whats on it as you place so you can face it without trail and error
make lamps have a smaller no-build profile, hard to use them as markers when they can take up a 2x2 spot
create a perk for using factories in a city
create/bring back a command to help us police our cities, jails, fines, something to deter people.
create a city council so non-mayor politicians can contribute to the city
create a dynamic secondary bonus for the mayors other mastered professions. ergo, mayor is a master merchant gets a -5% city cost, or a master artisan gives city a +5% on artisan assembly... so on, this can be a very creative thing.
make faction associations for a city be selectable and not automatic based on mayors personal faction.
not city directly related:
ok the last things its not a city problem per say but a problem in many cities. Static poi's have a "Building not Permitted" message but not the nice yellow area to help warn you that you cant build somewhere, please create a color other then yellow and have static POI's show that color when you try to place, or make them show yellow...something to help us know.
other problem, is generic pa hall, it has a nice big roof...that is useless even in cities...give us a function here, like cafe furniture so on. As it stands now the tat pa hall is the most efficient since a large amount of its space is indoors.
Add balconies to generic houses (large) they are not nearly as aestic as a tat/naboo meduim or large, for over looking the city.
Relax larges building rules, these are harder to place then pa halls sometimes, loosen these up a bit more.

Short Term
1. Remove /grantzoningrights from Militia and add City Admins that have this ability.
2. Restore /setpermission ban guild:<name> to the city structures for those PA which are not welcome. Those who are parts of banned guilds would not be abled to shuttle too or from the city nor use the cloning chambers.
3. Give Mayor more ability to manage city layout through options including /cityexile which would give someone 72 hours to move and/or the ability of the Mayor to pick up and relocate/reorient structures within the city.
Longer Term
4. Militia tree enhancements. Militia III - Factional HQ: to ban all aligned people of a specified faction from use of the city services (Covert and Overt). Militia IV - City Security Systems: The entire city is covered by the effects of a Covert Detector for a specified faction.
5. Skill Point Costs. Mayors shouldn't be alts but given the massive costs of being a mayor it leaves many with little choice. Make the point schedule different. Something like 5 for Novice then 1/1/2/2 for the skills. Nobody is going to conquer the galaxy by being a politician, trust me.

I will be a new mayor in a few weeks time. Thought I would drop in and see what I could find. I hope you do not mind me saying a few things in this thread.

1) Reports
I would like to see weekly city reports. These reports would include the following...
Weekly income to the treasury. Broken down by the type of tax it came from, or if it was a donation.
How many player structures are in city limits at each election. These reports would be broken down by the type of stucture (house, factory, harvester) their size and tax rate.
All this information would go a long way in helping to figure out a budget.
Where the money goes to each week. What structures are paid what. Although, you can get this now by looking at the terminal.
2) Trainers
Some of the funds from trainers should go to the city. They are way over priced for us not to get anything back.
Those are two big ones I would like to see changed. Some of the other comments in this thread were good as wel.
Short term -
1) Bring back /citywarn
2) Bring back /citywarn - we didn't break it, don't take it away from us
3) Bring back /citywarn - honestly, find the cities that are enclosing POIs and move them...this was obviously a dev oversight that we're ALL paying for now.
Long term-
1) Terraforming - I hate ditches
2) Keep street lamp (and other decoration)prices reasonable. It cost the same for a streetlamp as a trainer? Please!
3) Prices again. Seriously, do the devs NOT want our cities to look nice?

My third one would be...
Cantina/Med Center/Theater
They should all be city structures. The should not take up PC lots and cost them money to maintain. They should be part of the city and paid for by the city.
1. City update bugs: sometimes my city updates twice in two days; other times, like now, it stays in "error" mode for a week.
2. Planetary assemblies and governors. Give us Politicians more ways in which to shake hands and wheel and deal. Why not let planetary assemblies set planet-wide policies or at least sponsor non-binding referenda?
3. Player garages.
4. More in the Master Box. A reduction in some costs would be nice incentive to remain Master.
5. Fix theaters.You can'theal when playing on stage. And, personally, I dislike their architecture. Why not give us theaters that look like NPC theaters in towns? Those are some of the coolest buildings in the game.
Not a mayor, but I have 3.
1. Garages
2. Make merchant tents decorations for the city with mayor as default admin. This would both promote tents as the norm for selling in a market, provide an actual common source of customers for merchant tents (I sold over 237 harvestors during xmas break, 0 merchant tents) and relieve the need for lot usage of tents in a public market being owned by individual players.
3. Figure out a way to9 have assistant mayors without removing current one.

Short Term:
1. Give the ability for the Mayor to add/remove militia members at will, whether the person being added/removed is online or not. We are restructuring our militia into a PvP group and there is no way I will be able to be online and get the other people online and in the terminal room at the same time.
2. Stop /citybanned people from coming into your city on a shuttle. What's the use of /cityban stopping someone leaving on the shuttle, when they can just die, clone at an NPC city and come back again and again and again. /cityban should work in both directions.
3. Clone facility camping griefing. If a group of overt of the opposing faction comes into your city and only a few of your members are there, and they kill an overt member of your faction, that person clones in the cloning facility in your town overt again. The person either has to wait until the raiding party leaves, or walk out and die repeatedly. When you die overt in a city, you should clone covert just like in player cities so that way if you want out of the fight, you can just ignore the raiding party who you most likely could never defeat. Not everyone is always online all the time to be able to defend a raid.
Long Term:
1. More abilities for the politician skill tree? Once a city is set up and running as a metropolis, there is NOTHING for the politician to do once they are master. None of the skills have any redeaming value once the city is set up. They are only useful if the Mayor wanted to redeed civic structures at a later time. I hazard to guess that once most cities are set up, they will never change and the mayor will have nothing to do. Other skill trees at least have abilities the profession can use everyday. Mayors will stagnate. A lot of people, myself included have gotten second accounts because we eventually get bored with nothing to do as mayor. It is a lot of skillpoints to have used up as a selfless sacrifice to keep the city going.
2. Faction declared cities. Cities should be able to have faction recruiters without having to plop down a base which can be destroyed while you are asleep offline. With /citywan currently gone, there is no way to attack an overt raiding party without at least one overt opposing faction person in your city. NPCs for your faction could also be in the city to aid in defence. With this, turrets and detectors need to have their footprints downsized. There is no way I could place much inside my city now with how it is set up, and having to mass move structures around would cause problems with citizen declarations. It would really suck bad to drop below the current city ranking just because people have to wait to declare residence.
3. Beyond Mayor? Is there going to be anything after Mayor for politicians? Perhaps when the Space Expansion comes out and planets become entities, we could start having planetary councils? Things such as this would go a long way to helping create a community atmosphere on planets and galaxies, particularly with factions, instead of the guild type system now. Right now once a mayor reaches Master Politicna, there is nothing for them to do. This is part in line of 1, but I thought it needed it's own number.
Top bugs:
1) City update drift/errors
2) Merchant tents & their signs still dont appear on overhead map like hospital/cantina
3) Theatre indoor/outdoor issues
Top Wishlist:
1) Need a standardized City Chat that AUTOMATICALLY comes up like guild chat for every resident.
2)Mayors to place regularBazaar Terminals so we dont have to run to the nearest NPC city to access the global bazaar.
3) Garden structures maintenance decrease. A lot of effort went into creating this fabulous art and we cant use enough of them as-is. Would also like to be able to name them individually.
4) Garages
5) Hospital/Cantina become city structures, mayor placeable, no lot use.Having a Doc or elite entertainer run them is spiffy at first glance, but unlike merchant tents these two buildings are WAY more public buildings than private.

Short term:
1.) Fix the game breaking bugs such as double elections and no XP.
2.) Allow a Mayor a way to resign
3.) Reinstitute a working way for us to protect the city, ie. reinstate /citywarn in a way that allows access to POI's.
Long term:
1.) Restructure the Politician profession so that each box is worthwhile, and not just a SP eater, for ALL cities, and make the class worth Mastering. Also make it a worthwhile profession for people other than Mayors. (I posted a big thing on the Diplomat idea in the thread you asked it in.)
2.) Make cities more varied. Allow city designations, such as Imperial, Rebel, Trade, Roleplayer, Criminal, etc., which appear on the map. Devise city type bonuses that encourage such designation.
3.) Revisit city decorations. They don't need to be that expensive if there's a limit as to how many we can place regardless. Expand upon not only the decorations, (add tiled pavement, statues of something other than humans) but also the buildings (add player garages, maybe different sizes of cantinas or hospitals).
