I did a lil test this week.
Every week I have been mayor, I have been online at the time of our expansion, through the entire expansion validation time. Usually I was just off doing something. Last week, I had to work so I was not in game at our expansion time. Last week was also the first week I did not get my exp when I was supposed to. I ended up waiting four and a half days for a CSR to contact me about it.
So, this week, I made sure I was online for our expansion time and, you know what? I got my exp right on time. So this leads me to wonder if those not getting their exp were online at the time of expansion. Hmmmm....

Hmm, I was always offline when our city updated and I always got my xp, this week I was online just as we were about to update so I logged off for the night right before it, and this morning - no xp
So I had just the opposite result
I had been trying to hook up with CSR staff in-game for several days (I was told that they needed to see me online to "discuss" the issue of missing XP with me) when today I logged in to see that the server logs indicated that the experience was awarded to me at the time of city update 5 days ago, and I was instructed to close my ticket. As I know that this is in error, I am wondering if I have any other recourse in this matter. I directed the CSR to this thread, not knowing if it would be helpful.
There were a couple of things that disturbed me about this ticket. The first is that there is a chat log posted on my ticket where a CSR was talking to someone other than me on a character that was not mine about my issue.The person was clearly confused, and the CSR attached this log to my ticket.
The second thing that disturbed me is that in my original ticket I think I said I was missing 5900 points of experience. In retrospect I think we were shy two citizens the day of the election, and that number was in fact 5700. CSRJasonS told me in his response that 5900 points were awarded to me five days ago. I strongly suspect that, when taking both of these issues into consideration, this is a case of mistaken identity.
I guess I'm mostly annoyed that I would be so clearly told that it was my mistake - it leads me to believe that there is at least one CSR working on these tickets who is "shooting for volume" and playing the same game that the insurance company does- close cases as quickly as possible regardless of the outcome. I know from experience that not everyone does this, but it is my fear.

Ok here is the info that i gathered from the CSR who helped me ... fist what he did was he checked the dates my city started and looked for the number of elections the city had had. After that he told me that I had gotten my experience on dec 11th.(which like you I hadn't). The resolution came when he checked my character. You see the server records city size and population every update .... so all they have to do is check the city logs and then look at how much experience you have banked/used.
Actually, I PLEADED with them to do that. I had 2 CSR's (Beverly and JesseK) state that "Our records show you got the XP. We also show you trained after that. This issue is considered closed".
Well, I trained in a 1000XP skill because people wanted street lights around town. I HAD the points saved up. It was from one of my previous election wins... Iasked them to not look at ONE week, but instead to tabulate EVERYTHING that I should have and compare it to what I did have.
In the end I had about 3 offer to give me the XP, but the 2 awful responses prompted me to cancel my account. I have until the 27th of this month...
