Thread: Mission Terminal Discrepencies Please Use This Thread
It has nothing to do with specialization and everything to do with location. If you can provide the waypoint/server/closest NPC city and other information I'll get it added to the master list.

this needs to be sorted as my guild is running missions from other citys when we should be running from are own

If your faction terminals are not affected, you may be able to work around this by placing your regular mission terminals in the same area as your faction terminals. The lower-level missions occur in certain zones. It sounds like you have two different zones in your city. If you get the low-level terminals into the other zone, you should be ok.
What are the current waypoints on your regular and faction terminals?

Did you tried to set new terminals around the city to see if you could get lvl appropriate missions like i told you?
And khristen, what are the new about the bug? I guess the devs are aware of it, but did they plan anything?

Notes: Terminal has a max difficulty level of 50. We tried moving the terminal in a grid pattern every 20 meters with no increase. One thing that stood out was when we placed the terminal anywhere along our southern border, towards Karen, the missions capped at Difficulty 15, instead of our usual 50.

Those levels are for all player levels.
