You can't enable taxes until city is level 2, so you have no choice but to put your own money into the treasury. Or, take a collection up from your residents. Being rich isvery useful if you want to start a city.If your treasury is short, your city hall will go down in condition. The condition of city hall only changes on election day, so it will stay below 100% until next election. If you have enough money in treasury to repair your city hall, it will go back up to 100% after election.
Decorations generally cost 1500 credits per week per decoration, and city hall cost 35000 per week. Maintenance report on city terminal will give you breakdown, as well as tell you when next election will be.
Also don't bother to train the skill box to list your city on the map because you can't do that until city is level 3 - but the skill box doesn't tell you that. Likewise with cantina and med center- they can't be placed in city until city is level 3. So, at the outpost level, pretty much all you can do is place some mission terms, statues, and streetlamps. And the number of these is limited by the size of the city (like 5 streetlamps for outpost) and the experience of the mayor. Streetlamps and statues are a level 1 skill box, so just 1000 politican xp. Mission terminals are a different level 1 skill box, and at outpost I think you can have 3.
If you somehow had a mayor with lots of politician xp who started a new city, right off the bat they could place a small number of parks, fountians, statues, trainers, terminals, etc- but could not place cantina, med ctr, etc until city was level 3. Cities can only grow one size per week, regardless of how many citizens there are.
