Here is what I recommend make it a sliding scale. As you play more you can be gone longer. Standard person gets 3 week window. For every 5 hours you play per month you get another week. So for people with real characters they can get their window up to 6,12 weeks or so.


For the ghost characters since they are never played they stay at the 3 week time frame.


Are that many people really right at 55 people? Is this really that big of a deal? I am spoiled having 100+ citizens, but if one or 2 people are going to break you I think you have other issues than what the devs are doing.

This new system is JUSTICE! Techno City was founded on the 3rd day of release, and didn't get in the initial wave. Naboo's 10 cities didn't all go to level 4 right away, either. The cap increase to allow us to place didn't happen for awhile (they had recruit time for the cities, as well as "other" measures).


If you don't vote for the Top City turnover, and fluctuation, you vote for Politician to die as a unique, active class.

I'm at 76 citizens, with the 300 meter city radius. Far more outside.


It will seem lowish to you..........but not really. Remember, once cities have a shot at Level 4, and are an "active" city, watchout, it's to the Moon, Alice!

It's actually not that many people are at the edge or anything. Truth is that Aventine probably won't lose much, if anything, out of this change. But I still think it's misguided. It solves the wrong issues in the wrong way. Those who depend on bots will find ways to continue to do so, while legitimate, casual players will be harmed.

I love this game.. I really do... but before even thinking about implementing this code... SOE have to MAKE SURE it works as it suppose to...... what if a game bug doesn't record that player's activities?? what if somehow there is a snafu in the coding and half the citizens who ARE online... but not recorded and poof.. there goes a legit city.


something like this can cause a lot of problem.. I understand this game is massive and have tons of line of codes..... SOE have to garantee me that this will not happen.. if they can't... well.. they better have CSR ready to read a lot of logs and such to bring back cities that get drop or poof due to bad coding....


In the past.. there are several things that breaks (I am not sure how it is related) but it does when new things comes out... maybe a tweak.. maybe a fix.. but why isn't the harvestor animating anymore?? is it something was "fix but not told about?" Politicians still get EXP bug (not getting any) and some are still stuck at "Error.. or updating" or getting updated and no EXP..... these issues need to be address before such a code as this to be implemented...


I know that ghost characters can be a problem... I have 73 citizens in my city.. all play at differnet time located in different part of the United States and the World.... I haven't get to interact with all 73... maybe 50 at most... but I know all are there...


A game that requires you to play X hour is not a good thing.. it becomes work instead of play... we pay a fee each month.. that should be enough.. If the game was free.. then yea.. make us play X hour or our stuff goes poof.. I have no problem with that... but if I am paying for it.. what I work for should keep.


with the cap raise.. so many cities are on the "borderline" in their caps.... sure people can get more citizens... but also in the same time... we want quality citizens.. that will be good for the city.. not trying to be a "spy" or hope to destroy our city one day..

2nd part of this post....


This fix will ONLY hurt casual players.... WHY?? cause it will not fix cross server swap..... even with X hour of play... people do sleep.... you can have a macro running for X hours easily... log in othe server.. have it run.... go to bed.. and get back up....


Baj.. this is not going to work.. sure it will make players "work harder" but also will kill many legit cities comprise of casual players.....


does this mean cities are meant for only Hardcore/l33t players?? what happen on being fair on both side of the coins??


Case in point.. my cities does have legit players some I haven't seen in ages.. but they do come once every 3-4 weeks or so... but they are there


we were changing mayor.. I manage to get just about 60% who are active that week... not too bad.. but still.... that means our city will drop to level 3 cause people can't play??... cause half of my citizens are casual players??? I don't think it is fair..

I take issue with this comment. We worked hard to build up our city.We have many casual players (casual, not bots), some of which I don't see for weeks on end. Some have more important matters IRL to deal with, others work, and one has been recalled to military service. They pay their monthly fees, and contribute actively to the city and our guild when they are online. Outside of these members, there areusually various citizens and visitors roaming about.


Casual gameplay should not be a cause for citizenship removal. Yes, you can always recruit new citizens in between, but the issue is not whether ghost towns should or shouldn't be phased out - I believe they should- however, it's that a city with casual gameplay citizens should not be penalized, so that other capped cities can upgrade their city status.


As for the "active" argument, we all pay our monthly fees to Sony; where was it defined that x number of hours within y number of weeks is a requirement to play?

I totally forgot about the militiary... some of our citizen are going to be ship out again..... so.. serving one country is a penalty also?

I suppose I could argue in favor of this change, since our city has very few bots (we're only what we are),are 99% live and could scramble for a few "extras" to make sure we maintain our lvl 4 (yet uncapped, so we're shuttleless) status..


But I'm not. I think this will cause a lot more problems than it will solve. I'd already lost one City Hall due to a screw-up in coding timers (or I'd call this point moot, we'd have been metro by now), and I'm loathe to encourage the Devs in this direction to make an "attempt" on my newest efforts..

in retrospect..... all of our citizens knows that they are paying taxes.. if you don't have the money.. you are not charge a tax.... simple as that.. if property tax is still being charge... then it doesn't matter if the person is citizen or not.. this is not fair overall I believe.


This patch will only truly hurt the casual player.. and will not solve the bot problems... since you can still have "bots" and X log in time can be cover via sleep time using bots....


it is a lot more work needed than just this "simple" fix.... please.. don't implement to the live servers...

No, No, No, No, No


Find a different way to "fix" this "problem"...like maybe implementing the PC in a better way. If you move shuttleports to reflect the Mayor skill level maybe? Master Box? Or Civic IV? People want shuttleports, period. They care very little about anythign else, they just want Shuttleports! SO give it to them, and the ghost citizens wont be needed. Better yet, change the implementation of Player City SHuttleports so that they NEVER show up on the map, and you can only purchase tickets to/from that particular shuttleport from its Ticket Terminal. So if you wanna fly out to my city, you have to either ride out there first and buy a ticket back (and several more tickets back to it for future trips), or you find someone who already has a ticket out to that city and buy it off of them.


Ghost citizens are there for XP grinding (not much of a problem anymore with the first generation of Mayors nearing Master), and to get to Tier IV for a shuttlport. We all knew Metropolis was useless from the get-go. But they wanted XP fast. So fix the shuttleport thing and you will make almost every ghost citizen disappear.

Jedi will never be a starting profession...Looted items and quest items will never be better then crafted items, this is not a loot based game...CH will return shortly...CH and BE will not be back in game...Rangers are getting their revamp next!...The stealth system will not be changing in the spy expertise...Need any more examples of things the devs said that did not hold true?

also.. with the coding timer.... remember that some cities were getting updating A LOT during the week?? what if the timer on this citizenship goes haywire.. and suddenly drop people who hasnt log in 3 days instead of 3 weeks..... lots of large cities might go poof because of this.. is SOE can insure that THIS will not happen??

Also as a note we have a definate build for our city, and all 55 building BARELY made it in the area to expand to lvl4. Lots of mountains and a river where we builts on LoK.

That brings me to another BIG problem I see. Ok, so say we loose all 7 citizens I spoke of, and the city drops to a lvl 3. Well since these 7 toons only loose there citizenship, but the houses/PA/tent or whatever they claim for home is stays.....there is no way 7 more structures can be fit in the area for citizens to declare. The residence need MUST be redeeded and placed in that players invintory.






Hmmm.....interesting I never even thought about that. If in the grand scale the citizens it removes from my city and in the inner circle, this could cause SERIOUS problems. I have about 9 people that are stationed in middle east for "Bush's War" and they haven't played in a month atleast. They are great guys and when they are around they play 24/7. They were also my founding people....so if they leave I am looking at loosing central houses, thus making a nice ghost look........great fix SoE. Please don't puch this live. As others have said, make it so there is a requirement to declare residence or something. Maybe need a badge, or even just a few skill bars. But this fix is un-exceptable, and needs to NOT go live.
