You should be able to remove yourself from the election regardless if there is someone to take your place or not. Some people won't take it seriously until they see you really removed yourself from the election. I don't think you should be able to resign mid-term. You remove yourself from the election, and no longer get votes at the next update.
I would make resign/remove from election #4, and city chat #5.
Well what happens if I just remove myself from the election on the day of the upgrade and noone is running against me? Now the city has no future mayor so it would invariably destroy itself. That isn't a nice idea, requiring another person to be running just basically lets them run unopposed and become mayor next week without the hassle of forcing everyone to vote for him basically.

The concept art for Garages were the first thing we were shown as "PC Bait" .. so let's get them going!
I can speak to the Mayor transition issue - I just became Mayor due to a fellow player wanting to take a break - we had to wait until the update .. and a small minority had to try to contact all of the city ... luckily most were active players during the week.
so......
add:
any citizen can send mass email to all via the To: citizen - like the Mayor - or be able to do that from the actual City Hall terminal ...... whatever works ....

You dont need garage to repair vehicle now because of the bug
Call vehicle... take shuttle...store vehicle...call it again and its repaired..
when is that bug fixed?
