Ok I figured I should chime in here.
First off to help stop this from happening ever again they should implement one or all of the following:
1. /transferstructure only works if you are the mayor/militia of the city in which the structure is being transferred.
2. /transferstructure only works if the person it is being transferred to has zoningrights
3. /grantzoningrights only allows a person to place one structure.
I would prefer #1 and/or #2 as solutions as I know there's many times that a person is in a different time zone and they would need at least 12 hours before they could actually place their house and there's no guarantee I or a militia member would be available.
As for helping those cities that have already been attacked by this problem there isn't much you can do.
I can suggest only two things that I might do in this situation.
1. Raise taxes to their maximum (well property and income at least and maybe garage and shuttle) Use your own funds to pay back your good citizens and remove the maximum 50k a day from the treasury. This might get them to leave but I doubt it.
2. Simply ignore them and the situation. In all likelihood they are just trying to get your attention and cause you to fight etc. If you ignore them and be friendly to them all the time then in all likelihood they wont get what they want from this invasion and eventually leave for another city. But for this to work you have to be very friendly and act as if them being there is no big deal. Do not confront them on anything. They'll get bored and move on but it will take time... maybe months. But if you've put in the kind of work you say you have, then it's worth the wait.
