Thread: Politician Round Table Discussion, Week of 8.19.2005 Master Politician Benefits
It's been a very crazy weekend, so I'm going to extend this discussion to this week as well. I'll have a new discussion and updates on Friday for you. ![]()
There have been lots of good ideas so far, so it doesn't hurt to keep this up.
I have been fustrated by the Naboo medium foot print but would like to contribute positively to this discussion too.
1) some way for terrine modifications
2) increase in the style and amount of city decorations allowed:
2.a) Many of the Event Perk items I absolutly love and wish were able to be perminant. !!!! Flags for one, I recently whet hog wild and invited everyone to get event perks and place them through out the city. It made for a festive look. Naboo gazebo. Even the camp sites could be placed in certin"woodsy" locations andit would look like a park. ****I know they were removed, but (maybe 5 ) actors (that only mayors can place)who could be given different text messages by the mayor. I am thinking the radial menue could give the player to learn about up comming events, residency information, vendor information, and... easpecially for role play communities, maybe a way to give some "historical" narration. To prevent griefing mayhap once the mayor writes down the text it could go through a csr to edit the information in an effort to precent griefing.
2.b) Shorten and diversify the foot print of parks so that they can be placed in more locations
2.c) Event Coordinators are a great idea and a step in the right direction. I would like for mayors to be able to place Event Coordinators in cities so that it would keep residents closer to home.
3) Allow for other city office positions so that other politicians can be elected to an office and gain exp. A city councilor might not have much real authority, but his election to that position would still allow the person to grind politician exp so that he might one day become a real challenger to an entrenched encumbant. This would also mean that he would get a new title of City Council Member, rather then have novice politician above his or her head.
4) Change the name of Militia to City Administrator, so as to remove the last vestiges of a now useless and misleading title. Of corse, the mayor would be able to designate Council Member as an Administrator as well, so there would be a patron system in place too for loyal city council members.
5) The concept of being a city resident needs to be expanded to one of a "super-guild" with all that that implys. So that there is a city chat automatically on your chat menues. An optional display on your personal display information should show where you are resident to (again, this would be an option the player can choose to display)
6) Have the ability to deed certin public buildings to the city so that the public buildings could be paid for out of taxes, such as a building used for a mall, or a cantina ect.
7) shorten the Naboo medium house foot print
8) I know some people do not like this, but allow villages to have a shuttle port too. This would allow and encourage new cities to be placed far far away from static cities, and help with the recruitment of those cities.
9) some way for the mayor to see what percentage of the community was active the previosu week so as to aid him in knowing how many more people to recruit for.
10) NPC's in the city that would be basically like they are every where else.
My top ten anyway. Ultimatly, I wish for mayors the same abilities to make wonderful visual works of art like the static cities. Or open static cities up for residency. As it stands now, all player cities are are back woods shanty towns with unmowed grass, burrow pits in the streets, and in some cases randomly and desperatly placed buildings with no uniforming theme (this could be argued of corse as I have seen very pleasent cities.... though still with burrow pits and unmowed grass in city center)
you know, the more I think on it the more I like this idea, and hope others do too.
I have about 5 other members in my community I know already have novice politican, but would not run against me rather wait for me to "retire". There is the serious issue that if a less expierenced politican becomes mayor certin city perks would not be able to be used until they advance up the ladder.
I was thinking a mid-level councelor position could be created, where a politican could run for either the mayorship or the city council. I would also greatly increase the experience gained in contested elections.
What I belive this would do is allow the novice poltician to grind his exp and be elected to an advisory council position, and once he feels strong enough he can then challenge for the mayor. The mayor in turn could be voted out or step down, where by he could continue to earn exp points if he too then rruns for a city council seat.
I would say maybe one city councilor for ever 5 or 10 residents?
I would not give the city councilor any real authority though other then ceremonial as it would lead to too many real political in fights and really reduce the effiency of runnung the city. Better to leave the mayor with all powers and allow him to designate "administrators" (formerly militia). The mayor could reward a loyal council by making councilors also administrators, but then again he could designate others he sees fit as he does now.
I think this would reward the politicans of the city so that they feel they are getting somewhere in their politics tree, while also allowing for city stability and longivity as well.
As it is now, I am thinking of starting a Rori colony with the expressed function of politican exp grinding for some of my members to keep them loyal and in the fold as it were, rather then leaving them fustrated and then leaving to start a city elsewhere.
If a less experienced Politician takes over from a higher level one, nothing happens to exisiting city structures or specializations. The less experienced Politiican will not be able to move these things around, but it doesn't stop working for the city.
The Politician skill is only involved in the placement, not the operation.
I've been tossing this idea around in my head the last couple days...
Its a way for people to gain more politician XP, along with adding in a few new city structures and the like....
Well, the idea of NPC militia has come up before. My suggestion for their function would be to patrol around the town, and shoot any hostile NPC creatures (and their lairs.) This allows my crafter folks to be able to run to a safe city. This would not be the old removed command that we shall not repeat... just for hostile attacking MOB's (not PC's).
To get an NPC militia force (which would grow with the size of the city) you'd need to get a Militia HQ Building. This building is awarded as a schematic, after performing a quest. This quest would also award the player with some political XP. I imagine the quest should involve heading to the capital of your planets city, speaking to a good many NPC's (Ah, yes...Bureaucracy, and red tape - I'd suggest talking to a couple local 'skill trainers'- brawler, marksman, etc). Maybe add in an element of delivery missions...(take these papers to the Marksman trainer - than take these to the mayor - than take this last bit to the brawler trainer?)
Make it so its locked and blocked to all non-militia members. There could be a terminal there that displays some data- city size/population, those who are banned from the city and the like. These could also have a small place to repair weapons/armor, and have storage lockers for uniforms (see below). If I had to choose a building model, I'd use the 'tower' that is seen on many smaller outposts (like the Rebel Outpost on Rori, or on Kashyyyk/Kochiro). I can imagine every one of these militia towers (for Imp cities) having a set of wanted posters in them.
- On a semi-related note, I'd also like to suggest something like a Militia Uniform. These could be special limited use item made by the Mayor of the city (liked looted schematics). Its handed over to a tailor, and assembled like any other item, except it cannot be made into anything but the factory schematic. It's put through its run, and the militia members have special uniforms. They could be something simple like 'one size fits all species' cover-alls (kind of like those Ithorian Technical suits, one piece costumes - but made for all species). This lets those who are dedicated to being in the militia strut their stuff, so to speak.
We could do this kind of questing for a city to get its SpyNet guy(s)... speak to 5 different SpyNet operatives on 4 different planets. This could also make an instance-based "SpyNet local HQ" Spot, that has many shifty eyes. This could also have some sway as to your factions (not Emp/Reb but other lesser ones) - maybe you (as mayor) cannot place SpyNet NPC's unless your SpyNet faction is like, 1000+?
We could do this small missions for all sorts of fun things. Like, a cute little Mayors Sash and/or Top hat and the coveted "Mayor" Title? - this quest would also give you some more politician XP than the others.
We could have an NPC in the city that walks around - a structural engineer. He is cool, because he reduces the maintenance cost on civic buildings (of course, he'd need to be paid a regular salary - so he'd be best used in larger cities) It doesn't have to be a large reduction...10%? Still, takes the edge off and its more life and movement in your sprawling city.
The proposed idea of Rabenschwinge's i liked, but to change it to fit with my idea it would go like this:A poltician can quest for a droid, it is called "Trade Agent Droid Deed", if a terminal "Trade Agent Terminal Deed" and otherwise simply "Trade Agent Deed". It cannot be converted back. It can be placed just as any other terminal or NPC (trainer) by apolitician. The agent work exactly like a bazaar, except in the auction tab is no "local" region (it was greyed out), there is no "available items" tab and there is no "my sales tab". The default view is "vendor search" -> "local", which enables to browse all vendors in buildings within the city. There would also beakeyword is search, you can only get a waypoint to the various shops you'd like to buy things at. This could be quested for similarly to that proposed earler for the militia tower - but instead you talk to an artisan trainer, a weaponsmith trainer, an armorsmith trainer and the like.
A companion to this would be a Public Information Terminal. Messages from the mayor could be posted there "Remember everyone, city-wide snipe hunt tueday the 12th" I often find myself wanting a way to tell all my citizens something of minor importance. Nothing I'd feel the need to mail them about (friendly reminders and such) - so I feel this would be awesome. Plus, for each different citizen who reads it, the politician could get some XP (something small but useful...25XP?)
Another decoration I’d like to see is Arches. It doesn't need to be those fat ones near the edges of NPC Cities, it could be those slender ones that can be found out in the wilderness in some places. They can make for decorative entrances and exits to cities, and cannot be made into walls.
Thenext thing I'd love to see is a Starship Garage. A place in the city were you can access your ships parts, swap them around (For a nominal fee of course- since they do have to 'remotely access' your ship, since it's not docked at the city). Even possibly use repair-kits and the like on it? Of course, I am a little Bias... I'm a Shipwright by trade, so a terminal like this would be wonderful. They can get their new parts, trick out their ship - come back and sell me the old ones - and last head back to where they parked it.Or, maybe instead of 'remote access' you pay a fee (which is, of course, taxed by the city) to have your ship 'towed' to the garage. Once you're done with it, its sent back to where they towed it from. One stipulation is that it must be at the same planet.
I am all in favor of having things like this be quests. But, what I would disapprove of is these quests being... easily unseen. Might I suggest a new piece of furniture, "Mayoral Desk". This desk is the mayors, it comes with a nice high back chair and a classy look (Mahogany? oooh, cherry...) This desk would be like a Political Mission Terminal. It can only be placed in City Hall... Cert's would, of course, be needed by the proper branches of the political character, but
Or, why not, a proper Political Mission Terminal - looks like a Ballot Box. It allows those who aren't the incumbent to earn some small extra XP here and there. The missions from this would all be similarly Bureaucracy/Red Tape/Delivery missions - nothing fantastic, but its better than the current nothing-but-running.
What do you think?

Ability to Place Faction and Planetary Flags in the city (I would love imperial banners and lokian flags flying in my city)
Bazzar terminal
Spynet ops would be nice.
As Master Politician I would like to have more control over my city:
- I would like to appoint a council of people who wouldbe able to place low level structures without someone else having to /grant them rights.
- I would like to see my city borders
- I would like to have the power to remove someone from my city
- if someone has been inactive for a while and their lot is needed, I would like to be able to pack their house up for them and use that space.
- if this would have to be in time phases, maybe mayor should be able to condemn the structure and the player would have a period of time to appeal their eviction--if they do not, they would be considered an inactive player and the mayor would then be able to pack the structure up for the person.
- I would like to have the option to make the City Hall private to all visitors--only accessible to citizens.
- I would like to have the option to move the City Hall to another location of the city.
I would also like to have a maintenance fee discount.
