Not true, moving them to Canada would make it possible for them to avoid taxation and surveillance. Non-republicans would be concentrated in voting blocks that ensure minority status in both houses of Congress and a minority of electoral votes, even when they cast the majority of votes in a presidential election....

But SWG is not the US, and King or Baron is just a good a title as Mayor in this setting. If you can have an elected monarch (of Naboo) you can have a Mayor with dicatorial powers. I'm sure Palpatine will set them straight if they abuse their position.
