Simple solution to this: Be more outgoing and friendly.
Greet new visitors to your city, and introduce yourself as the Mayor. Heck, you might even set up a macro to thump when you see a new face around town:
/greet;
/say Hello, welcome to TownNameHere! I am YourNameHere, Mayor of this City. Please let me know if you have any questions or need anything.;
/bow;
You can even throw in a $NN or whatever the string thingy is for the target's name, and make the greeting seem a bit more personalized. A bit impersonal? Maybe, but it's not like you're running the macro in a loop while AFK. You're just introducing yourself, and if they have other questions, they'll ask and you can answer. And they'll know who the Mayor is without a tag being needed.
