Our city was planned from the start of the game. Two of the cities didn't even have one house placed as of the landrush for cities, so we had no idea.
Because they just came out of nowhere and stated the policy forcefully I would tell them to take a freakin leap and invite everyone in town to place near your power generators until they shut the hell up.
The worst they can do to you even if you are in their city is tax you... OH NO! Considering you arent even in their sphere of control (this assumes they will ever even reach max size) they really are being jackasses for even trying to state a policy like this.
A mayor of a city has NO **edit** RIGHT to make decrees for anything more 450 meters beyond their city hall.
the mayor who just make a "policy" needs to learn "diplomacy"
at least should have approach you with a "saction" agreement before... "enforcing" such rules.
the onlyentity who can enforce ANY rules above and beyond the mayor is SOE.

xxx is not Xanadu Bay. It is a neighbor city who made the request/dictate. I am mayor of Xanadu, but I'm also a miner and run contractors out the wazoo. My purpose of bringing thiws here was to get a 'feel' from other politicians... everybody seems to agree it is an unreasonable request/dictate...
We are having a senate meeting this weekend so i don't make the final decison myself, even though I am mayor. Our senate makes decisions and the mayor just implements them. \
Forbidding people to do something outside city boundaries is the domain of the regional/planetary governor. As long as there are no such individuals ingame, the guy has no right to ask this, being "only" a mayor.
Now, you can discuss it with hi for the sake of good relations, but if he's a jerk, throw his policy to the basket. His harvesters near your city limits aren't a concern for you, either.
Which City is it that made the demand? I'd be very interested to know.

Unless you mean somthing else, you should know that city zones can not over lap each other, you can't build a city hall close enough to another so that one day they will overlap. This means that you will in the end have as much land claimed for yourself as they do, and all the extra between each city is up for the taking.
IMO this is really where Politicians need to come in and act their roles, working out agreements on land, but I would say that because you have as much as they, you will still be ok. Also don't forget that resources shift.
Making a request/edict on territory past 450m, to 1000m, is as unreasonable and unenforceable as 2000m, or 10000m. It's completely, totally foolish.
I won't mention the cities name. That is not important.
The decision of our senate meeting is that since the 'policy' is not in our jurisdiction, nor the requesting cities, we will take no action. We will not issue any dictate to our citizens on where or when they can harvest, nor will we make any suggestion as to such.
Especially not with 4 harvesters 400 meters from our city hall with 'property of xxx'
Shot themselves in the foot I think. If you want mutual respect, you should give it first.
