My city has 92 citizens, a metropolis, weekly maintenance is about 440k.
It is fully supported by donations. I send out a weekly email giving citizenship report, any news going on, ask them to remember to vote and while they are there, put a few credits in the treasury.
I always remind them that donations are anonymous so not to be embarrassed to put in a 1 credit donation. 
I also remind them exactly where the city and voting terminals are located. Don't assume everyone knows this!
It has worked well for us, we've never had taxes and our treasury usually has enough reserve for 2 or 3 months.
