Yes, they do take lots.
As for the City Hall and Vendors, as Chipmunk said, if you lose the election, you've lost you're vendors.
Nothing is stopping the 'regular merchant', who spent lots to place 'regular' structures, from running for office and obtaining the opportunity to place Vendors in City Hall. If they choose to do so, they have that opportunity. If they choose not to, then they're only recourse is the 'regular' method of vendor placement. It's not as if something is stopping them from running for office.
The way I look at it is as a perk for the Politician profession. A profession which does need a few extra perks...

I think one should be very cautious about doing something that the devs have clearly prevented you from doing in the usual way. If they consciously wanted vendors in a city hall there would probably be a menu for create vendor on the structure command terminal..the fact that there isn't would tend to indicate that putting a vendor down in a city hall is a bad idea..not because it won't work but because it is obviously not something officially supported.
Never had a vendor, so didn't know the specifics about them. Thanks Doc ![]()
I still think that, if it were against the rules so to speak, that ability would've been removed alongside the slash command removal(as was stated previously).
I don't see the harm in allowing a vendor to be placed inside a City Hall. If it isn't meant to be that way, then perhaps it should be changed to allowing the placement via the radial menu.

I don't know one way or the other but the fact that something does work doesn't imply that it is supposed to work and I think there are probably reasons to avoid it but I doubt it is seen as any huge exploit.

Yea I'm 99.9% certain it will work exactly like that in the CIty Hall. There isn't anything in play that should change that.
but oh well.. ima keep the vendors in the city hall... they attract lotsa business... and last night i gained five citizens because of them..
Nar not an 'exploit' in my eyes , If I couldn't do this then the vendors would be where they are now in the PA hall which takes nine lots, so ...
