I am almost certain that this code is not active. I have maybe 10 or 20 citizens that have not logged on in months, and they are still citizens. The code was deactivated a while back due to bugs.

I was told by CSR on June 17th that the 6 weeks of inactivityis in effect - although I HIGHLY DOUBT it myself and I don't think either the CSR's and Devs' have really investigatged it and that IT IS buggy.
I also don't agree on city padding of citizens in PlayerCities- I only metioned this as a method to overcome your current delima and for you to become mayor and get things back under control.
It wasn't a method to inflate your city population - just for you to get you voted in. Then obviously - remove the house immediately after you have won the majority votes or you'll just be in another bad situation in the future.
I'm aware, it's a short term fix in order for you tobecomemayor but it's better than:
-having 1 militia having to be able to grant zoning to new citizens (what will happen should this person go on vacation any time soon)
-having no taxes enabled and insufficient moneyin the treasury and civic structures taking decay or being destroy.
- if you have inactive and deleted accounts, you city rank may also take a double-whammy and reduce in ranking also.
It's best to get a mayor in power, take control of the city again and then begin recruiting/rebuilding.

Wow. Common thread? Inconsistent support from SOE. the CSR nightmares abound.
We are but one profession... But this sort of crummy support, with inconsistant result from CSRs is across the boards. SOE needs to reign in thier CSRs and remind them the customer support is there job, not something they choose to do at thier own descression. Even the Devs have no idea what CSRs are doing or should I say are not doing... most everyone I talk to in game has maybe one positive experience with a CSR and about 15 negative ones.
Typical CSR template response:
I am sorry you are having a problem...blah blahblah...I cannot help you.... blah blah....Seriouslythough Ijust plain don't want to help you because I want to close this ticket as fast as possible.It looks really good on my report to my manager to resolve tickets as fast as possible so please delete this ticket at your earliest convenience.
Hearing that it is at a CSRs descression explains a lot about the ratio of bad experiences to good ones. given that most helpdesk metrics are based on tickets in and tickets closed, and that the CSR has the ability to choose who to help, when, and totally at thier descression, explains why tough problems that require looking through logs,or that require anythingover2 minutes to fix get denied by CSRs.
Maybe SOE needs to implement a followup system after a help ticket is submitted so that CSRs are accoutable for thier provided support and we can rate how well they did.

I had this problem in my town of Mandaloria on Naboo this past week. Mayor left, too many inactive townmembers for me to outvote him. CSR told me the only method was to vote him out. Luckily on monday when like half the servers were down, EXACTLY how many i needed to get 51% came on. Kinda stinky..but if they just transfered mayorship to everyone who said their mayor was out of game..thered be crap heads whod do it to be crap heads.

you know a possible solution to your problem would be to have your active citizens drop houses as suggested in one of the responses.. then those of us who would gladly help you could create a char on your server.. have the property transfered to us and then vote for you as mayor.... of course we would not keep the house or continue to be a member of your city.. but it could help you to get that 51% you so desperately need.... just an idea...

There is a very easy way to fix this..... inactive mayor for 1 month, possibly 2. (inactive as in "not logging in"
AUTOMATIC CODE TOdisable zoning rights.
meaning anyone can place a house, no more of this zoning rights fiasco

took them almost 2 months to vote me out of office!!!! ahahahaha. I even voted against myself......

Yah the csr's are all over the place. I do not want to get too specific but I have had many accounts of diffrent opinons where a patern of sex has started to develop.

tbh this situation blows...im in exactly the same situation...we have a metropolis(asylum /eclipse) and the current mayor is leaving the game for personal reasons..this happened fairly fast.
we cannot get the new mayor in (my alt) because of the none playing residents still counting their vote for this mayor.
maybe the incumbent mayor should be able to submit a ticket with city referees so the csr can check the legitimacy of the claim and transfer mayorship.
This situation if allowed to continue will hurt a sizeable chunk of not just our town but those that use our shuttle and facilities...could be your town next.
