I have the exact same problem in my City. My three elite marksman profession trainers that are right up next to a PA hall all refuse to converse now. I tried to remove them and the option appears on the radial menu, but when I select "remove" from the radial it pops up a system message that says I'm too far away. I opened up a CSR ticket for it 3 days ago and still no response from CSRs. They must all be too busy with the false respec questions. None of the other trainers seem to have this problem, but I don't think they're quite as close to the building as these 3.
