I have taken daily visits to the PA forum since our guild broke 2 weeks ago. Its a known problem and it seems its been unfixed for 2 months.
In the case where a guild lost its leader by some reason, the guild terminal is frozen stiff. No further commands are accepted.
This includes inviting and electing a new (or old) guildleader.
Actually this same situation happened to someone on Tempest a while back. Their ingame solution was to plant a PA. Since they were a member of the guild the GUILD terminal in their PA acted just as good as the old one. Then they did the "no confidence" vote and elected a new guild leader.
Just a thought.

actually, I think a weekly email that does the following would be great, so they mayor doesn't have to do it:
1. Shows how much was paid in maintanance in total and broken down to each city structure
2. Shows how much $$$ is in the treasury
3. Shows how much $$$ was made in taxes, broken down by each category
4. Shows how much was made in donations - just the amount not who made them
This way the citizens are always informed about the city and understand when the mayor raises taxes or begs for donations all the time because they are tired of funding the city from their own pocket book.
And for the new/old politicians alike, I highly suggest you get the excel file that helps out with budgeting the city, so you can tell how much you need in taxes etc etc. its very helpful.
