Perhaps an addition to this FAQ would be a nice XP Cap listing, so that people can see how much XP they can retain in order to re-up at a future date.

Nothing happens to the city.
The only way to destroy a city is to manually destory it, or the character who is mayor is purged, or you run out of maintance (but I think this does not actually destroy the city, just destroys all civic items including streetlamps till only the hall is standing).
The only way to change mayors is to get him/her 51% of the votes.

You can be mayor of a city and declare in another city. You'll be a resident of 2 cities, a mayor in 1. Basically, once you're mayor, the ONLY ways to stop being mayor are to be voted out, or pick up the city hall. Once you're mayor, you do not need to have the politician skill to continue as mayor, and the only way to stop being mayor is to be voted out or to pick up the city hall.
The cap is a freaking lot.
